  2. Notes • The identified areas refer to the SG structure • Certain specific proposals related to SG mandate, points of guidance and allocation of Recommendations will be dealt with later in the meeting • Reference: Doc. 39, Annex 2

  3. Three categories • Green light • Consensus exists: all expressed proposals in essential agreement • Yellow light • Essential consensus exists: majority of proposals in agreement with minor issues • Red light • Consensus possible but not yet achieved: different proposals have been identified and further discussion will be needed

  4. Green Light (1) • SG A/3(Tariff and accounting principles, telecommunication economic and policy issues) • SG D/15(Optical and other Transport Network Infrastructures) • SG E/9(Integrated broadband cable networks and television and sound transmission ) • SG G/12(Performance and Quality of Service) • SG K/17(Security, Languages and Telecommunications Software)

  5. Green Light (2) • SG B/5(Protection against electromagnetic environment effects) • SG C/6(Outside Plant and related indoor installations) • Retain as separate SGs • Encourage collocated meetings whenever possible, as determined by the SG Management Teams

  6. Green Light (3) • SG F/16(Multimedia Terminals, Systems and Applications) • Agree that SG F will continue • If SG 2 Option 1 is adopted, adjust the mandate and points of guidance for SG F accordingly (involves Block 2D: Human Factors) is this still an issue?

  7. Yellow Light (1) • SG H/4(Telecommunications Management) • Agree to continue current SG 4 as a separate SG • Decision on SG 2 may affect the complete work program, if SG 2 Option 1 is adopted (Docs. 40 + Cor. 1; 58) is this still an issue?

  8. Yellow Light (2) • SG J/SSG(Mobile Telecommunications Networks) • Agree to retain as a separate SG • Encourage co-located meetings at appropriate levels with SGs 11 and 13 as determined by the SG Management Teams (include text in Res. 2)

  9. Yellow light (3) • SG M/2 (Operational aspects of service provision, networks and performance) • Preponderance of views: keep SG 2 as a discrete SG • NNAR is recognized as a key study item for both existing networks and NGNs • Consensus: a discrete SG M, successor to SG 2 • but details of work need further discussion • Possible way forward on NNAR and NGN: • Mandate close interaction with SG I/13 on NNAR for NGNs (by enhancing text of Q.A/2?)

  10. Red Light (1) • Allocation of TDR work • Not yet discussed • SG I/13 (NGN)  C40 • SG K/17 (Security)  C61 (presumed) • SG M/2  C52 Add.15, C58 (presumed)

  11. Red Light (2) • SG I/13 (Next Generation Networks - architecture, evolution and convergence) • SG L/11 (Signalling requirements and protocols for convergence toward NGN) • Consensus on mandating an NGN SG • Work program dependency on decision about SG2 & Signalling Options • No consensus yet: • Merge now? Re-assess in 2 years? Keep separate? • Possible way forward: TBD

  12. Options Explained • “Signalling Options” • Option (i) – Architecture and signalling in separate SGs • Option (ii) – Architecture and signalling in single SG • Option (iii) – Compromise: through 2006 & reassess • SG 2 Options reduced • Option 2 • Option 2 minus (part of) NNAR
