Health • NHS to get additional £8 billion up to 2019-20 • Frontloaded in 2016-17 • Better Care Fund contrib from NHS frozen in 2016-17 • DH to make 25% efficiency savings
Social Care + Local Authorities • Main central grant to LAs to be phased out – LAs to keep 100% of Business Rate by 2019-20 • London Councils says Govt core funding reduction is 30% over the CSR period on top of previous 40% • LAs can raise extra 2% precept on Council Tax to meet cost of social care – how useful will this be in reality? • Since CSR announcement, consultation on possible devolution of Attendance Allowance to local level • Disabled Facilities Grant rise from £220 million p.a. to £500 million p.a.
Pensions and benefits • No major change to pensions – “triple lock” continues, new flat rate to start at £155.65 pw • Universal credit – situation unchanged from summer Budget • Housing Benefit – capped in social housing at the amount paid to private tenants in the same local area
And by the way … • Immediate end to funding of UK Advisory Forum on Ageing (UKAFA) • Funding for the English Regional Forums on Ageing to be phased out from March 2016
