Policy and Environmental Context • Population data is a priority for the ABS and Australian Government • Increased focus on understanding our ageing population including social and economic implications • Royal Commission into Aged Care Quality and Safety underway • Strong focus on understanding data sources available and what is needed to develop appropriate policies going forward
ABS Sources of Ageing data • ABS sources of data for older Australians: • Demographic Statistics (Population estimates and projections and Life expectancy); • the Census of Population and Housing (Census); • Household surveys; • Administrative collections; and • Integrated datasets (across multiple government agencies).
Data Integration Partnership for Australia (DIPA) Australian Government initiative to maximise the value and use of Government data assets through integration • The DIPA will: Investment: Enable Government to design better-targeted and more effective services • Key Features: Build social licence for data sharing Develop enduring data assets to facilitate research Establish a hub and spoke model for data analysis • Government investment of $130.8 million across three years • 2017 to 2020 Allow cost effective and timely policy development and evaluation to: Improve outcomes Reduce costs Boost productivity

Use of Government Services by Older Australians How does service use and program policy settings for older Australian’s interact? What impact do risk factors in early life have in older age? What factors impact on Older Australians transitions through key life elements? What are the mix of services used be different cohorts of Older Australians? Who are the high and low users of services? For Example: For Example: For Example: For Example: • From working to retirement • From independent living to home care and residential aged care. • What Medicare services and Pharmaceuticals are accessed by aged care residents? • Are there different patterns of use for different cohorts e.g. broken down by socio –economic, marital status, employment characteristics? • Does educational attainment impact on what government support is needed in older age? 7
Use of Government Services by Older Australians Future areas of analysis could include… Are some older Australians missing out on Government services? What policy change is needed as new cohorts age? Are policy settings achieving their intended results? For Example: For Example: For Example: • Those with newly acquired disability • Those living in rural or remote areas • Older Australians who identify as Aboriginal or Torres Strait Islander. • Are different policy settings needed for the baby boomers? • Do new cohorts have different needs, expectations and means as they reach older age? • Are means-testing and eligibility requirements working? • Are policy settings driving unanticipated service usage? What services are most impacted?
Challenges • Administrative data not created for research/statistical use • Files need to be ‘tidied up’. Data formats can vary (e.g. dob character variable v. numeric variable), inconsistent responses, geocoding, duplicate records • Understanding metadata and limitations of each data file added • Weighting strategies based on linkage rates • Infrastructure available to support use of analysis of large datasets • Managing the risks of data security and identification
Opportunities Allows for cost effective and timely policy development and evaluation. Integrated data can be used to design better-targeted and more effective services, such as health and aged care services Creates value by enabling new research into communities, families, environment, our economy and industries.
