Town twinning Is a way to foster human and cultural links among nations. Developed in Europe as a way of creating friendship ties and understanding between the countries affected by the war, town twinning quickly spread all over the world.

Goals of the project - To strengthen the administrative capacities of Lithuanian municipalities; - to develop and introduce digital municipal administrative services by using Norwegian experience; - to develop a platform for future cooperation of Lithuanian and Norwegian municipal administrative services and ICT specialists
Project activities • Field visit of Lithuanian municipal specialists to Norway; • Round table discussion; • Feasibility study on adoption and introduction of Norwegian good experience in the field of e-municipality development in Lithuania; • Co-operation strategy of Lithuanian and Norwegian municipal ICT specialists.
Promotion of cooperation between Lithuanian and Norwegian local authorities and their associations in the field of social services
The goal of the project – to strengthen the administrative capacities of Lithuanian municipalities to provide community-based social services by using Norwegian experiences and to develop a platform for future cooperation between Lithuanian and Norwegian municipal social services specialists.

Specific objectives • To build the capacity of local authorities in developing, implementing and sustaining policies, programmes and services that improve the lives of elderly people. • To enable older people to gain access to services through provision of information on entitlements, advice on accessing these and confidence building to approach those who hold control of information, resources and services. • To raise awareness for the importance of revision of existing and/or adoption of new legislation and strategies on elderly care.
