Henderson - Deep Underground Science & Engineering Laboratory
Zero and Beyond Zero Means • Zero Incidents, injuries, property damage, occupational illnesses • Anything other than Zero is unacceptable Beyond Means • Goal is to reach Zero and sustain Zero • Take philosophy into our homes and communities • Is a process that aims at Zero
Managing Excellence Through Active Leadership in Safety (METALS) • Safety is: • Caring – Care about your co-worker • Empowerment – People are given the authority to act • People – Make safety happen • Behavior/Attitude – People’s attitudes and behaviors determine the success of the safety process • Responsibility- People are expected to at • Accountability – People are accountable for their actions • Trust • Communication – be an active listener – Interact with employees • Value – Different than a priority – does not change due to outside influences • Education – Understanding is the key to effective action • Involvement – The degree of success achieved in managing safety is directly proportional to the degree of employee involvement in the safety process • Commitment – Ownership of the belief that each employee is responsible for their safety and the safety of their co-workers.
Safety Expectations • Safety is non negotiable • Everyone is required to adhere to Phelps Dodge safety rules, processes and policies • Follow MSHA/OSHA rules and regulations • Develop a safety approach for the Laboratory • Experiments Security • Material handling Personnel training • Approval processes • Hazardous material handling procedures • Evacuation plan • Communication Plan – Henderson/Dusel/Experiments Location of Refuge Chamber • Written Emergency Procedures • Details emergency procedures for all levels of the mine • Describes existing ventilation flows • Includes maps • Identifies Refuge Chambers/Assembly Areas • Provides instruction on escape and barricading procedures for each level • Provides emergency contact information • Procedures updated every six months or when there is a significant change
Dusel Safety Systems – Gran Sasso Model • Ventilation • Refuge chambers • Water management • Personnel tracking • Fire/Blasting doors • Security stations • Emergency Exits, • Signage • Fire suppression • Gas monitors/detectors • Ambulance/First Aid • Emergency generator • Communication • Current refuge chambers • Four strategically located • Accommodate up to 50 people • Extended time frames with compressed air available, Bottled oxygen • Toilet Facilities, water, food • All communications systems available • Printed copies of Emergency Procedures • Emergency contact information • Available to any employee within 10 minutes walking time after notification
Safety Tools to reach “Zero” • Hazard Evaluation and Risk Assessment (HERA) • Critical Task Inventory (CTI) • Facilities Design and Modification (FDM) • Consequence Thinking (CT) • Behavior Based Safety (BBS) • Move Smart • Lock out tag out try out (LOTOTO) • DOT – Hazardous Material handling and Storage • Confined Space • Hot work Permits • Human Factors • Henderson Resource Manual • Area Safety Audits • Training – Mine Evacuation, Emergency Response-Mine Rescue, First Aid/ First Responder • Blue Stake • Substance Abuse Program • Behavior Based Hiring • Weekly Safety Meetings • Safety Steering Team
Dusel Environmental, Health and Safety. • Gran Sasso Model • Henderson Dusel Safety Director • Conveys Zero and Beyond philosophy • Ensures that all Dusel employees, contractors and employees are properly trained • Enforces safety expectations as outlined earlier • Enforces all environmental expectations • Establishes a Emergency Rescue team and Emergency Response plan • Establishes an evacuation plan • Reviews all Experiment proposals • Establishes and controls a process for the introduction of hazardous materials, storage and disposal. • Insure proper safety supplies and equipment is available • Experiment Safety Champion • Henderson Safety/Environmental to review and approve all proposals and construction plans • Henderson to work jointly with Henderson Dusel Safety Director • Manage security • Manage Medical requirements (Henderson utilizes local emergency resources) • Habitual safety violators will not be allowed
Environmental • Reclamation Permit – Colorado Division of Minerals and Geology • Permit allows for construction of the DUSEL • Following closure of Henderson mining operations, site would be considered by the division to be a non-mining industrial site. • Water Permits – Colorado Water Quality Control Division • Permits in place for anticipated life-of-mine water quality • Changes in contaminants caused by DUSEL would be handled through permit modification • Air Permits – Colorado Air Pollution Control Division • Permits are in place for DUSEL development • Changes in contaminants caused by DUSEL would be handled through permit modification • Permits are transferable in post-mine setting • Other Permits and licenses – Various agencies • May be adjusted as necessary to acknowledge nature and scope of DUSEL operations
