PERFECTION? • Flood Plain Delineations are NOT perfect in all areas • Discrepancies with LiDAR Contours • Newly placed fill not incorporated • Roadway patterns in newly developed areas not shown/available • Approximate 100-year zones (Zone A) • Some Previous LOMRs not included • Some Previous LOMRs Superseded (causing confusion) • FP Delineation Companies/Lenders Misread Maps
CRIES FOR HELP! • Mandatory Purchase for Homes in “New” FP • Some Lenders are informing Homeowners of the map changes • Requiring new or additional Flood Insurance • Short time frame to respond (45 days) • Confusing process to the uninitiated • Lenders CAN require insurance REGARDLESS of FP Status (FDIC Rules) • Incorrect Delineations • LOMR? LOMR-F? LOMA? • Newly Mapped Areas • Previously not in FP, Now in (Updated Studies, Better Topo)
How We Can Help… • Is the FP Delineation Correct? • YES – GET AN ELEVATION CERTIFICATE • Will determine whether Structure is in or out of FP • Will determine depth in FP for structures that are in • NO – GET AN ELEVATION CERTIFICATE • Actual FP is by Water Surface Elevation NOT Map delineation • FILE EC WITH FEMA – LOMR-F or LOMA • This will make the determination “permanent” • EC Forms DO expire if not filed with FEMA to get a Letter of Determination
Effects of New Maps & Laws • Confusion on the Ground – Which rules apply? • BW-12 • GW-14 • We MUST keep current with National Issues to prevent being steamrolled • Are Property Values Changing? • Some places are, Some are not • How are Development Requirements changing? • Engineers/Developers need to incorporate new mapping into “old” development plans/schemes
