URBAN WILDLIFE MANAGEMENT PLAN • Purpose of the Urban Wildlife Management Plan • Provide guidance to staff when responding to wildlife concerns with the aim to protect wildlife and prevent injury, disease, and disability in the community • Apply a preventive approach to reduce or eliminate conditions that attract wildlife • Establish response protocols when human and wildlife interactions occur • Focus is on coyotes, but guiding principles apply to all wildlife types that have the potential to pose health or safety hazards to human populations
URBAN WILDLIFE MANAGEMENT PLAN Three-prong strategic approach • Public education designed around co-existence with wildlife • Enforcement of laws and regulations prohibiting feeding wildlife • Ensuring public safety by implementing a tiered response to wildlife and human interactions
URBAN WILDLIFE MANAGEMENT PLAN • Coordination • All actions will be in coordination with all State and local regulatory agencies • Pasadena Humane Society • Currently tasked with enforcing laws related to domestic animals • Limited services related to wild mammals (including skunks, raccoons) and peafowl • Injured or ill • Immobile • No changes to existing services or contract terms • Proposed edit to Appendix D: Yard Checklist • Change recommendation on fencing to “Property fencing of appropriate height; constructed without gaps or spaces.”
ENVIRONMENTAL ANALYSIS • Initial Study prepared pursuant to CEQA • Concluded that the Plan would not have a significant effect on the environment • Preparation of a Negative Declaration • Notice of Intent to Adopt Negative Declaration • Published May 13, 2019 • LA County Clerk • Pasadena Star News • City website • Sent to all interested parties • Public review period closed June 3, 2019 • No comments were received on the CEQA document
RECOMMENDATIONS • Find that the proposed project would not have a significant effect on the environment and adopt a negative declaration per California Environmental Quality Act (CEQA) Section 21080(c) and Sections 15063(b)(2) and 15074 of the State CEQA Guidelines; and • Approve and adopt the Urban Wildlife Management Plan.
