Background to CIR in County Kilkenny • Circular RW 4/94 • LAs should ‘actively seek the support of local communities for improvement and maintenance work on non-national roads’ • Restoration Improvement Programme ’95 • 5% of Restoration Grants can be set aside for CIR Schemes • Focus on the improvement of the road network on which the LA is not in a position to carry out regular maintenance work
Background to CIR in County Kilkenny • Restoration Programme/CIR • Prepare multi annual programmes in line with the strategic needs of the road network • Set aside 5% (7.5%) of Restoration Grant for CIRs so as to; • Enable structural improvements to the local tertiary network • Harness community support where it most available • Reduce the maintenance burden on the LA • Facilitate Elected Representatives

CIR Schemes in County Kilkenny 2013 • Waiting list of 69 applicants/LT Roads • 56 (81%) expressed ongoing commitment to CIR • 1 requested withdrawal • 12 did not reply
CIR Summary Position for Co. Kilkenny • Well established community support for CIR Schemes on the LT Network • Significant support from Elected Members for the Restoration Grant discretion (7.5%) • Including LT roads in Restoration Programmes removes requirement for local contributions • Many LT Roads are beyond the provisions of routine/localised maintenance • Suggest retention of discretion for individual local authorities to reserve 7.5% of Restoration Grants for CIR Schemes.
