City Initiated Action Plan Goals Strategies 0-5 Years Initiate a comprehensive plan amendment to establish a corridor overlay district that changes land use and zoning in support of the city/village style development patterns and multimodal mobility allowing maximum flexibility for mixed use development. Develop design guidelines/form based codes applicable to the vine street corridor overlay district focused on building forms and minimum densities in lieu of land uses. Create an urban design master plan for the corridor focusing on streetscaping, street connectivity and public rights of way; develop associated capital improvements program. Address needs for property refurbishment through the establishment of residential and commercial property minimum maintenance ordinances. Explore discussions with the county to create a joint transfer of development rights (TDRS) program through an interlocal agreement. The intent of this program would be to create incentives for infill development within the city thereby diverting new development that would otherwise locate on greenfield sites throughout the unincorporated county. Create a Vine Street Corridor Site Review Team within the City. This team would consist of multi-departmental representatives to facilitate fast-track site reviews of redevelopment or new projects that are deemed consistent with the goals and design principles as established in Vine Street Redevelopment Vision Plan. Initiate a catalyst redevelopment project on the corridor through out-right purchase of lands for parcel assembly and resale and / or establish a public-private partnership to initiate a catalyst project. The city should focus on properties identified as prime redevelopment targets. Create website for tracking and advertising properties for sale along the corridor; connect with database that provides detailed information on the property and any relevant city incentives that are available. Create a distinct sense of place along the corridor Facilitate private sector initiatives for redevelopment
City Initiated Action Plan Goals Strategies 0-5 Years Establish Multimodal Transportation District to incorporate Vine Street Corridor. Create a proportionate fair share ordinance aimed at multimodal mitigation strategies to offset roadway capacity deficits. This ordinance would allow for "fair share" contributions to be applied to multimodal transportation projects. Work with County to ensure that interlocal agreements are in place to implement the ordinance. Partner with County to study the creation of an express bus or a Bus Rapid Transit (BRT) route with dedicated lanes along Vine Street/ US 192 Corridor to connect the City with points east and west. Conduct a transit systems plan analysis for the greater Kissimmee area. Conduct a citywide housing study to identify market rate, workforce and higher income housing needs and opportunities. Work with Kissimmee's existing Downtown Community Redevelopment Agency (CRA) to consider immediate opportunities for residential development associated with the Beaumont site to meet higher end income market demands associated with the Hospital and downtown professional workforce. Pursue the creation of a new or expanded Community Redevelopment Agency District for the Corridor. Establish economic development program within City aimed at redevelopment. Partner with County to re-focus existing economic development activities towards redevelopment opportunities within the City. Seek out new anchor businesses and jobs that can locate within the downtown CRA and the Vine Street Corridor. Establish membership in International Council for Shopping Centers (ICSC). Conduct city marketing / branding campaign for City. Establish a Vine Street Redevelopment Committee consisting of local business owners, citizens and other stakeholders to focus on near term needs concerning aesthetics and perceived safety / security issues. Encourage multimodal mobility Diversify housing stock Create institutional capacity to advance redevelopment strategies
City Initiated Action Plan Goals Strategies 5-10 Years Develop citywide vision plan and form based code defining the unique districts and sector plan areas. Adopt design guidelines and form based codes. Establish an Architectural/ Design Review Committee to interpret and enforce the subjective considerations of the design guidelines and form based codes. Fund capital improvement projects in support of urban design master plan focused on infrastructure and public rights of way. Provide incentives to existing property owners to upgrade signage, landscaping, parking and building facades. Purchase additional properties, demolish, clear and fund needed infrastructure improvements to reposition the properties for sale. Maintain and update website, feature positive new and redevelopment projects recently completed. Program capital improvements to enhance system-wide roadway, pedestrian and bike connectivity and the creation of livable streets Identify capital, operating and maintenance cost for creating expanded transit service within greater Kissimmee area Create incentives for redevelopment projects or new development projects that incorporate at least 30% of workforce or high end residential housing options as defined by housing study. If a Community Redevelopment Agency (CRA) is established, conduct a CRA blight study; Complete Redevelopment Plan and establish a Tax Increment Financing (TIF) District. Establish a Special Assessment District and/ or a Municipal Services Taxing District. Create a distinct sense of place along the corridor Facilitate private sector initiatives for redevelopment Encourage multimodal mobility Diversify housing stock Create institutional capacity to advance redevelopment strategies
City Initiated Action Plan Goals Strategies 10-20 Years Fund capital improvement projects in support of urban design master plan focused on infrastructure and public rights of way. Identify dedicated funding source for operating expenses associated with the provision of a circulator bus and / or other forms of transit within the City. Consider a Municipal Services Taxing Unit (MSTU). Create a distinct sense of place along the corridor Facilitate private sector initiatives for redevelopment Encourage multimodal mobility Diversify housing stock Create institutional capacity to advance redevelopment strategies
