Project Recap • Phases • Procure broker • Proof of concept • Phase 1 Trial • Phase 2 Trial (expand Phase 1) • Roll-out • Launched November 2010, active procurement methodology for rapid development and deployment • Brokerage service chosen based on previous model/experience • Broker sized for production use and rapid scale • Proof of Concept – Initial feature-set replicated Australian service with minor modifications • Smaller players implemented the solution based on design - unchallenged • Late engagement by Toniq and Medtech forced a 6 month increase in timescale – large cost to project in maintaining infrastructure in interim
Proof of Concept • Simpl, Healthsoft and My Practice commissioned initial POC sites in Otara, Papatoetoe, Parnell. Approximately 10,000 transactions processed per week comprising 1,500 new script items, 855 repeat items, 3,000 items dispensed • Extended to Orewa, Nov 2011. Up to 15,000 transactions processed per week, comprising 1,500 new script items, 1,981 repeat items, 8,000 items dispensed • Vendor feedback and trial outcomes updated the feature-set and reduced business logic of Brokerage service to meet New Zealand specific requirements:- • Compliance devolved to Pharmacy and Practice systems • Workflow modifications for repeats, amends, amongst others • Messaging flows and management simplified • Development by all participating vendors to meet the revised specification under way. • Funding model for deployment and operation initial release
Progress to date • Under Action • Simpl Adapter development to meet revised requirements and CDA Messaging – to start March for delivery mid April. • Updated development to CDA compliant messaging meeting revised spec using Toolkit for Healthsoft and My Practice – expected delivery mid-March Medtech development to new spec – to start March for delivery mid April. • Intrahealth and Houston finalise development with new spec and Toolkit – expected delivery early April. • Security Model redesign implementation. • Health Certificate installation redesign implementation. • Simpl Adapter vendor pack and install process changes. • Funding model for deployment and operation initial release. • Readiness Assessment framework • Final Deployment Planning.
Key Issues • Vendors • Toniq development delays due to Pharmacy Services Agreement taking priority • Medtech development late starting due to Release 20 issues and resource constraints • Trial • Timing for changes to the current vendor implementations to meet the revised requirements and CDA compliant messages
Key Risks • Funding pressures due to delays – interest in co-funding by some DHBs though wanting to see delivery/engagement from key vendors before committing funds • Late development by Medtech and Toniq may result in delays and further extension of timeline and associated cost.
