Counting Students – HB2385 • Effective from and after June 30, 2011 • Membership is students enrolled on September 15, November 15, January 15 and March 15 divided by four • No more attendance adjustment, but attendance data is still submitted to the state • ADE to compute ADM by April 15 and submit counts by April 22 • ARS15-915 corrections limited to previous year (was previous 3 years)
ASRS Plan Changes – HB2389 • Effective for hires after July 1, 2011 • 80 points increased to 85 • Retirement calculation based on 60 months • Eliminates refund of employer contributions except for reductions in force • Contribution rates increased from lowest ever 2.49% (eight years ago) to highest ever 9.85%(currently) • Employers and employee for $40,000 salary Impact of $3940 (Increase of $2944)
Property Tax Issue – HB2008 (7th Special Session) • Impacts school property taxes for 2011-2012 school year • $70 million increase across the state • Additional State Aid Homeowners Rebate will be calculated at 40% QTR or Primary Rate – whichever is less • Current system - $5.00 rate reduced by 40% • $2.00 reduction - $3.00 effective rate • New System - $5.00 rate QTR reduced by 40% • $2.95 x $.40 = $1.18 reduction • $5.00 - $1.18 = $3.82 effective rate ($0.82 or 27% increase)
Third Grade Retention – HB2732 • Move on when reading • Applies to 3rd graders in 2013-2014 (K students in 2010-2011) Competency requirements in reading to be promoted from 3rd grade Task force to develop recommendations
Move on When Ready – HB2731 • Allows school districts and charters to offer a Grand Canyon Diploma (GCD) in 2012-2013 • Students may pursue GCD • Students that qualify would have multiple pathways available to them and still qualify for state funding • GCD may be awarded at end of Grade 10 or after or during Grade 11 and Grade 12
Government Transparency – HB2282 • Implementation on January 1, 2013 • Website for all revenues and expenditure over $5000 • To mirror requirements from ADOA Website due to be up and running on January 2, 2011
