Location Factor Scoring Membership and Mission Membership and Mission • Rethink scoring for need versus inventory • Concern about objective/location factor scoring The current draft QAP scoring completely revises the Location Factor Scoring; representing a lower point total and updated criteria including: • Severe Burden, • Rent Escalation, • Vacancy, • Inventory units as a percentage of the 60% MFI households. • During the feedback webinar, 57% of participants indicated comfort with the proposed changes and only 16% indicated they were somewhat opposed. • QAP
Permanent Supportive Housing Membership and Mission Membership and Mission • How PSH is defined • PSH services, rent assistance • Points for including Permanent Supportive Housing • Populations experiencing chronic homelessness and requires the use of some form of local coordinated entry • Concerns: • Chronic Homelessness definition; • Concern that many projects will chase points and include PSH in cases where they do not have intentions or ability to deliver; • Impact on Elderly scoring • QAP

Cost Policy Membership and Mission Membership and Mission • Cost Efficiency Scoring: those projects with a total development cost, excluding acquisition costs, per bedroom that are in the lowest third of the applicants in the set-aside or regional pool will receive an additional point. • LIHTC Efficiency Scoring: though more of a look at subsidy investment, this criteria attributes points to those projects requiring less total LIHTC per bedroom than the applicants in the set-aside or regional pool. • QAP

Preservation Strategy Membership and Mission Membership and Mission • Establishes a 25% set-aside for Preservation, from the entirety of 9% LIHTC resources instead of within each region. • This draft QAP also continues to define preservation projects as those with federal project based rent assistance (meaning, not all portfolio projects); • We have had a lot of feedback that this reduction in the preservation set-aside is not preferable given the large scale of needs for preservation in Oregon. • Additionally we have had feedback that the need for preservation extends beyond these rent-assisted units. • QAP
Pre-Application Membership and Mission Membership and Mission • Intent of the pre-application: • Address any site-visit needs • Establish access to be able to submit application documents electronically • Provide early stats for applicants on: • Number of pre-applications in set-aside / region • Estimated range of costs / LIHTC of pre-applications in set-aside / regions • Number of pre-applications intending to do PSH • Range of location scoring factors for pre-applications • QAP
QAP 2019 Update, Phase 3 – Draft Plan & Next Steps Membership and Mission • MOTION for consideration: Housing Stability Council approves the release of the draft 2019 Qualified Allocation Plan, as presented [or with noted revisions] for formal public comment period. • 30 day public comment period • If not substantive changes only, then request from Housing Stability Council to approve the QAP for recommendation to the Governor for signature • Must be in place prior to having a 9% LIHTC NOFA in 2020 • QAP
