Current Deployment Criteria Deploy half available Non-Spin when: (HDL – Gen) ≤ 200 MW during normal load ramps AND (HASL – Gen) – (30-minute load ramp) < 1000 MW Deploy all available Non-Spin when: (HDL – Gen) ≤ 200 MW during normal load ramps AND (HASL – Gen) – (30-minute load ramp) < 500 MW or PRC < 2500 MW Recall half of deployed Non-Spin when: (HDL-Gen) ≥ 500 MW AND (HASL – Gen) – (30-minute load ramp) > 1000 AND PRC > 2800 MW Recall all of deployed Non-Spin when: (HDL-Gen) ≥ 1000 MW AND (HASL – Gen) – (30-minute load ramp) > 1000 AND PRC > 3000 MW
Manual Non-Spin Quantity Availability Prior to NPRR426, both On-line and Off-line Resources were available for manual Non-Spin deployment: ~ 1800-2000 MW After NPRR426 (implemented 1/5/2012), On-line Resources were available for automatic SCED deployment: ~1200 MW and Off-line Resources were available for manual Non-Spin deployment: ~ 800 MW After revision to “Methodologies for Determining Ancillary Service Requirements” (implemented 4/1/2012), Non-Spin requirement dropped to ~ 1300-1500 MW; however, Off-line Resources available for manual Non-Spin deployment relatively unchanged: ~ 800-1000 MW *Calculation of Non-Spin availability computed by summing telemetered Non-Spin Responsibility of Off-line Resources

Unchanged Deployment Criteria If the North-to-Houston (N_H) Voltage Stability Limit Reliability Margin≤ 300 MW, deploy Non-Spin (all or partial) Non-Spin in the Houston area as needed to restore reliability margin. If Non-Spin has been deployed in the Houston area to help manage the N_H Voltage Stability Limit, the deployments will be recalled once reliability margins have been restored to a manageable level.
