Legislative Update Food and Nutrition Act of 2008 Highlights (effective 10/1/08): • Minimum benefit amount up from $10 to $14/indexed to inflation • Raised standard deduction for 1-3 member HHs/indexed to inflation • Removed cap on child care/elder care deductions • Excludes combat-related military pay, education savings accounts, and retirement accounts as countable resources • Adjusted the asset limits for inflation • Changed the name of the program: Supplemental Nutrition Assistance Program (SNAP) • Allowed food banks and others to continue innovative outreach
Legislative Update Two recent economic stimulus bills would have included temporary increases in SNAP, TEFAP and other feeding programs • House Bill would have included $2.6 billion • 105% Thrifty Food Plan • Passed by a vote of 264 to 158 (HR 7110) • Senate Bill would have included $5.2 billion • 110% Thrifty Food Plan • Never made it to the floor for a vote

Board Outcomes SNAP Outreach • Support access for 1.1 million more people • Increase the number of food banks in the network doing “aggressive,” “moderate” and “entry” levels of outreach each by 25%
Board Outcomes • Goal: Increase participation to 70% of eligible people by 2012. • Status: 67% of eligible people are enrolled in the program (2006) • This represents a 2% increase over 2005. • Enrollment: 29 million people (July 2008) • Nearly 2.5M more people enrolled compared to July 2007
Measuring Impact Current Network Activity
Measuring Impact Metrics for Success (Broad Expansion) • Support partnerships, policy improvements, and collaboration with key stakeholders to connect 1.1 million eligible individuals with SNAP (370,000 = a 1% increase) • Expansion of pilot programs (e.g. Express Stamps) • Established benchmarks for “entry” to “aggressive” levels of outreach (e.g. distributing information, pre-screening applicants, delivering applications, conducting interviews on behalf of the state) • Increase number of food banks engaged in aggressive and moderate levels of outreach each by 25%.
Measuring Impact Metrics for Success (Focused Expansion) • Target 5 states (with existing resources) each year to provide intensive technical assistance and resources for improving participation rates among eligible people Criteria for selection—low participation, poverty rates, unemployment, elderly and legal immigrant populations, state options for waivers
Measuring Impact Tools Tracking Success • Participation Rates—USDA releases data annually (data lags two years) • State Participation Rates—States report participation rates annually (follows national report with same data lag) • Enrollment—USDA tracks enrollment in the program monthly
Measuring Impact Tools for Tracking Success • Incorporated questions in the NAR to track how many food banks are doing outreach and what activities they are engaged in • Adding questions regarding agency outreach to the Hunger Study agency survey • Creating individual evaluation models for grants distributed through the national office • Developing guidance for all food banks to track key indicators
North Carolina State Participation Rate • Current state participation rate is 58% - National rate is 67% • 5% increase in participation would mean an additional $33.2M in benefits ($61.1M total economic impact) • Feeding America would like to include NC in FY09 targeted outreach efforts
