Association of Defense Communities Winter 2011 ConferenceLocal Sustainability Partnering Innovation Lab [Accomplishments] Initiated Military High-Priority Items Prior to JLUS Completion --Ft Sam Houston Commanding General and Mayor Interaction Four of Five Government Partners in JLUS passed a Resolution of Support -- One County had political issues with property rights advocates, but did pass a Dark Sky Lighting Order There were 68 JLUS “Recommendations and Strategies” -- 73% Completed or In-progress -- 27% Not Completed 16% Required new state legislation 6% Required zoning that was not currently needed 5% Provided low return on investment, but being pursued as time and staffing allows 100% of all military high-priority issues have been addressed

Communication/Notification MOU 2. Transportation Study 3. Legislative Initiatives for State Action 4. Dark Sky Ordinance/Zoning Overlay (Downward Lighting) 5. Sound Attenuation Ordinance/Zoning Overlay 6. Endangered Species Assessment Ordinance 7. Transfer of Mitigation Credits to Camp Bullis (City Property) 8. Land Use Plan for the Camp Bullis Area 9. Voluntary Real Estate Disclosure Regional Habitat Conservation Plan (on-going) Retrofit of Street Lights (Dark Sky Initiative – on-going) Survey of City Parks for Habitat and Credits (on-going)

Association of Defense Communities Winter 2011 ConferenceLocal Sustainability Partnering Innovation Lab [Success Factors, Lessons Learned, Effective Tools for Partnership] Do Not Rush or Accelerate the Project - Use the Iterative Process – this takes time Consult, confer, revise Consult, confer, revise Build Trust through Communication and Transparency - Keep Constituents and Policy Makers Informed Do Not Underestimate the Power of the Press - Media Kept Issues in Front of the Public and Officials Keep Politics Out of the Project and Process - Damn Difficult!! Stress the Win-Win Approach rather than Gains for One Entity - Developers, Government, Military, Environmentalists, etc.
