Community Partnership InitiativeVision and Goals People closest to the mission are generating ideas in the “best interests of the Air Force” AF and Local Community Leadership is key! Bring AF leadership and resource support as Installation and Community leaders develop, prioritize and implement community partnership initiatives Practice the “Art of the Possible” Identify ways to get to “Yes” by identifying resource requirements: Time, Money, Manpower, Authority
AF Process The process is simple, but gaining efficiency requires hard work The AF Community Partnership Process is simple • Provide a Partnership “Brokering Team” when Installation and Community Leaders commit to using the AF process • Schedule a series of 6 meetings that enable identifying potential partnership initiatives • Identify potential initiatives; address mutual need & capacities • Once initiatives are “fleshed-out”, bring in experts to help define the way forward—this will help drive initiative priority • By the time of the Table Top Exercise, identify exactly: • WHAT resources are required • WHEN resources will be needed • WHO programs for resources • Do it! • Implement initiative if resourced; or program for resources 4 4

Encroachment Long-Term Mission Sustainment Competition for Resources Regulatory Restrictions Compatible Use Security Encroachment: any deliberate action by any governmental or non-governmental entity or individual that does, or is likely to inhibit, curtail, or impede current or future military activities within the installation complex and/or mission footprint; or deliberate military activity that is, or is likely to be incompatible with the use of a community’s resources.
Encroachment Challenges • Traditional: • Airborne Noise, Safety Zones, Urban Growth • Emerging: • Spectrum: EMI, frequency interference, rising noise floor • Energy Compatibility and Availability: • Compatible renewable energy • Utility scale wind turbine development • Clean Air Act regulations • New Issues in Urban Development: • Line of Sight Obstructions • Light Pollution • Water: Enterprise-wide vulnerability awareness needed • Missile field encroachment (unique to AFGSC) AF framework addresses traditional and emerging encroachment challenges
AF Encroachment Program • Working with Installations and Community stakeholders to address encroachment challenges • Encroachment on training and test ranges, airspace, military installations and electromagnetic spectrum is a critical issue for DoD and the Services • Requires a comprehensive process that includes engagement with Federal, State, and local government stakeholders • Establishes the need for action at all levels of leadership: Installation, MAJCOM and Air Staff • Must interact with the DoD Siting Clearinghouse (established 2011)--a single DoD voice promoting compatibility between energy security and military capabilities • An AF Encroachment Management Framework is established

Signed EULs • Nellis AFB • EUL facilitated quality of life upgrades for Airmen (new construction, maintenance, repair and restoration of facilities). • Land Lease for construction of Water Reclamation Facility • $25M Warrior Fitness Center -funded entirely through in-kind consideration
