CONSEJO DE SEGURIDAD NUCLEAR THE SPANISH NUCLEAR SAFETY COUNCIL SPANISH NUCLEAR COMMUNICATION EXPERIENCES JOSÉ FRANCISCO MORALES CALDERÓN
INTRODUCTION Credibility problem of the regulatory body Different interests around nuclear sector Lack of transparency and public information in the part of the CSN and in the companies Some public information initiatives have been taken, but looking to the long term Objective: to give rigorous information to the population about nuclear safety and to locate other debates outside the environment of the CSN

Make people to feel safe Make people to be safe CREATION LAW OF THE CSN (1980)
PUBLIC CONFIDENCE We are improving in the achievement of our objectives, but at CSN we still don´t have the public confidence
Disponibility is very high The price of nuclear electricity is low Daily operation of NPP´s is normal and safe PUBLIC CONFIDENCE Points of view in favour of N.E.
Non-objective groups: Objective groups: PUBLIC CONFIDENCE Points of view against N.E. “we don´t have a solution for the spent fuel management, so we must think first on that issue and then in nuclear generation” “we don´t found objective arguments, but we can convince people that nuclear generation is unsafe, even using official documents, because they won´t understand anything but our message”
We are economically independent We don´t have any responsibility in energetic plans We are independent of the rest of Public Administration How to deal What we have
Our interest is the public service. The best service that we can provide to the society concerning communication matters to give a transparent information that it could not be misunderstood. Mass media must give information to the people. Groups without any responsibilities can give all kinds of information, and in big quantities. We must reach our purpose of being a reference source. How to deal What we have not yet
To use the mass media To act directly with population WHAT ARE WE DOING
