  3. Caracteristics: • Regional programme (2003 to 2007) • Implemented by NGOs/Managed by UNFPA • For young people 10-24 • Funded by the EU with contributions from UNFPA & NGOs (22 M €)

  4. Objectives • Increased - political and community support - knowledge on health issues • Improved - access to services- understanding of critical reproductive health issues • Enhanced technical, planning capacity

  8. 2 phases to build capacity • Phase 1: Driven by European NGOs- Implementation by local- Huge resources in technical work, quality of services, models of education • Phase 2: Executed by local NGOs- TA by EU/International- Expand staff / consolidate phase 1
