What is SHRP2? Tools to save lives, save money, save time. • Products developed from objective, credible research • Solutions that respond to challenges of the transportation community – safety, aging infrastructure, congestion • Collaborative effort of AASHTO, FHWA, and TRB • Tested products, refined in the field SHRP2 Solutions offer new technologies and processes to enhance the efficiency of transportation agencies
Focus Areas Safety: fostering safer driving through analysis of driver, roadway and vehicle factors in crashes, near crashes, and ordinary driving Renewal: rapid maintenance and repair of the deteriorating infrastructure using already-available resources, innovations and technologies Reliability: reducing congestion and creating more predictable travel times through better operations Capacity: planning and designing a highway system that offers minimum disruption and meets the environmental, and economic needs of the community

Implementation AssistanceLevels of Engagement Proof of Concept Pilot • Funds for piloting products to evaluate readiness for implementation • Contractor support to collect data and evaluate the application Lead Adopter Incentive • Funds for early adopters to offset implementation cost and mitigate risks • Recipients required to provide specific deliverables designed to further refine the product, and possibly “champion” the product to other States and localities. User Incentive • Funds for implementation support activities after early adopter use • Used to conduct internal assessments, build capacity, implement system process changes, organize peer exchanges, or offset other implementation costs
Implementation Assistance Selection Criteria • General criteria for participants (will vary somewhat among products) • Geographic diversity of participants • Demonstration of culture to implement new products or processes • Demonstration of past interest and/or efforts to implement similar products or processes • High commitment to making institutional/organizational changes • Commitment to conduct demonstration workshops • Willingness to share experience by facilitating peer-to-peer activities • Commitment to dedicate staff to the implementation project

Reliability Focus Area • Management and technical tools to improve traffic operations and reduce congestion; managing nonrecurring events to create more predictable travel times. • Products address: • Monitoring and management of travel-time reliability (TTR); reliability in planning, programming, and geometric design; coordinated incident management; organizing transportation agencies to improve reliability and prepare for future needs. • Benefits: • Predictable travel times • Reduced congestion • Improved safety through rapid incident resolution
Organizing to Improve Operations Problem • Many transportation agencies are not effectively operating and managing the transportation system, particularly during events such as adverse weather, crashes, work zones, and special events, leading to unreliable travel times • Agencies need better tools to effectively address sources of unreliability Solution Comprehensive approach for: • Evaluating organizational capabilities and business processes • Developing a tailored action plan to optimize systems operations • Systematically applying process changes for the greatest gains

Organizing for Reliability Tools Implementation Plan Goals • Goal 1 • By December 2013, 15 to 20 State DOTs and larger MPOs will be identified and committed to applying the SHRP2 Organizing for Reliability Tools • Goal 2 • By December 2014, all the selected State DOTs and large MPOs will have their action plans developed • Goal 3 • By December 2015, a framework will be established that will lead to nationwide adoption • Goal 4 • By December 2016, all selected State DOTs and Large MPOs will have completed their two year implementation of their action plans
Four-Step Process • Outreach • Creating awareness and interest in developing and sustaining operations as a core business function • Assessment • Analyzing needs and potential business process strategies to address key organization issues and institutional gaps impacting travel time reliability • Development • Creating an action plan with specific steps to improve operational efficiency and effectiveness • Implementation • Implementing action plan and measuring progress
Implementation Approach Level 1 Outreach Strategies • Inform CEO/executives about the benefits of this approach • Gain agency commitment to collaborate with FHWA/AASHTO to develop and implement action plan
Implementation Approach Level 2 Assessment Strategies Assess the organizational maturity of the agency/region
Implementation Approach Level 3 Development Strategies Develop an action plan to improve the agency/region level of operations capability
Implementation Approach Level 4 Implementation Strategies Deliver resources to improve processes, garner support of leadership to continue funding the programs, and foster relationships among the various stakeholder groups involved in operating the systems.
Management, Support & Program Sustainability • Establish FHWA/AASHTO Management Team to manage overall effort and strategically align delivery of FHWA /AASHTO resources with menu of services • Develop CMM facilitators guide to include materials needed for the delivery team to prepare for the inventory, interviews, and workshop. Conduct train-the-trainer session • Incorporate resources into the developing SHRP2 Knowledge Transfer System and/or Operations Centers of Excellence • Develop SHRP2 L01 workshop and L06 CMM linkage material • Develop the necessary policies, manuals, guidance, case studies, tools to allow nationwide adoption • Assess the results of the implementation efforts and use them for continuous improvement of the national FHWA/AASHTO operations program
