  1. 7. Technical reporting • European Climate Change Programme: • Railway position • Orsini 3 December 2005

  2. Rail and energy European Climate Change Programme (ECCP) I Review Group January 26th, 2006 Climate Change UNIT - European Comission Raimondo Orsini, International Union of Railways (UIC) 3 December 2005

  3. Rail and energy Source: European Environment Agency 3 December 2005

  4. ECCP review How?? • Fairer and balanced Emission Trading Scheme for transport sector. • Fuel taxation for aviation. • External Costsinternalization and Infrastructure Charging • “Eurovignette example” 3 December 2005

  5. 18,3 14,7 5,2 Rail and energy CO2 emissions compared:Climate friendly railway Emissions in kilograms of CO2 per 100 passenger-kilometres (freight transport: per 100 tonne-kilometres) 66,5 Calculated per person and assuming average utilisation, CO2 emissions in road traffic are three times higher than in rail traffic. Emissions of CO2 by rail are as much as 70 per cent lower than in air travel Freight transport Long-distance passenger transport 9,6 3,5 2,9 train car plane train car plane ship 3 December 2005

  6. Energy Saving Programme 2005 CO2-reduction Climate Protection Programme 2020 CO2-reduction goal: -25% achieved ahead of schedule in 2002 new goal: -15% 2005 possible reduction: -25%* 2002 2020 Rail and energy Concrete example: Emission reduction in Deutsche Bahn Since it launched its climate protection programme in 2002, DB has already cut emissions of CO2 by 4.4 % 1990 3 December 2005 * assuming improvements in framework policies

  7. 14.000 train drivers have been trained in energy efficient driving Change in long-distance traffic Change in local traffic January 2003 = 100 Dev. of kWh/train-unit-km and l/train-unit-km January 2002 = 100 Development of kWh/train-unit-km 2004 2003 2002 2003 2004 Strom -2,7% decrease - 4,7 % decrease Diesel -1,4% decrease months 1 3 5 7 9 11 1 3 5 7 9 11 1 3 5 7 9 11 1 3 5 7 9 11 1 3 5 7 9 11 Rail and energy Reduced fuel consumption with 4 % since 2002 Since 2002, DB has made energy economies totalling €32 million in passenger transport 3 December 2005

  8. Rail and energy Next steps RailEnergy New: EU-project with more than 30 partners from the rail sector: Innovative Integrated Energy Efficiency Solutions for Railway Rolling Stock, Rail Infrastructure and Train Operation • Overall Goals: • To reduce the energy consumption related to operation of the railway system • To contribute to the reduction of life cycle costs of railway operation • To contribute to the reduction of CO2 emission per seat km (ton km) • - within a time frame of 15 years from now (2020) 3 December 2005

  9. ECCP review 3rd section of COM (2001) European Climate Change Program stated: 2.3.1 “A modal shift from road to rail has highest priority” 2.3.1.“Revitalizing the railways” 2.3.2.”Further integration of external costs and fair and balanced pricing” Don’t need to be changed, just to be done!!!! 3 December 2005

  10. Rail and energy What we can offer • The railways represent the best performance in terms of energy consumption and subsequently, carbon dioxide emissions. • Rail transport based on electric traction is already adapted for the use of renewable energy sources. • By using electricity, it is possible to regenerate energy during braking and reuse it. • The railways are investing significant resources into energy efficiency measures. UIC is a leading force in this work. 3 December 2005
