SA POLICY CHALLENGES POLICY OBJECTIVES • Preamble of the Constitution • Recognises injustices of the past (apartheid society). • Believe in SA which belongs to all who live in it (Black and White). • Heal the divisions of the past (apartheid).
SA POLICY CHALLENGES POLICY OBJECTIVES • Establish a society based on democratic values, social justice and fundamental human rights (non-sexist, non-racial, etc.) • Improve the quality of life of all its citizens (‘Better Life for All); and • Free the potential of each person!
SA POLICY CHALLENGES POLICY OBJECTIVES Lastly, Build a united and democratic South Africa able to take its rightful place as a sovereign state in the family of nations
SA POLICY CHALLENGES TRANSITION FROM APARTHEID TO AN EQUITABLE SOCIETY • Policy debates leading to the Mangaung Conference (December 2012). • The ‘Second Transition’ and the ‘Second Phase of the transition’ to establish a non-racial, non-sexist, & equitable society: The NDR).
SA POLICY CHALLENGES FOCUSING ON NEXT FOUR YEARS • Translating Mangaung Party policy framework to Government policy. • Translating Government policy positions to implementable programmes. • Implementation of Programmes (Plans, Implementation, capacity, resources).
SA POLICY CHALLENGES POLICY PROCESSES IN SA • Extensive democratic processes to develop a policy framework (Branch, Region, Province, National Conference). • Five year cycles with possibility of mid-term review (General Council of the party). • Broader consultations and Gaps!!!
SA POLICY CHALLENGES CHALLENGES FACING SA • Triple challenges: Poverty, unemployment and inequality. • Challenges defined in racial terms (legacy of the apartheid system/colonialism of a special type). • Low growth rates/strategic target: 6%.
SA POLICY CHALLENGES CHALLENGES FACING SA • ‘Jobless growth’ (Investments in high returns projects not in projects that create more jobs/include the unemployed into the system: Unlock potential of each person). • Constraints/Frustrations for young blacks to break into the system (Malema factor).
SA POLICY CHALLENGES STRATEGIC INTERVENTIONS • Develop relevant skills, management capacity, experience, unlock entrepreneurial capacity, education, etc. • Need for a social compact btn social & international partners (Government, business, Labour & other civil society).
