2007 Bond Program • Approved by Voters on May 12, 2007 • 150 projects; $550 million in five propositions: • Streets and Sidewalks: 44 Projects totaling $307 Million • Drainage: 26 Projects totaling $152.1 Million • Parks and Recreation: 68 Projects totaling $79.1 Million • Libraries: 10 Projects totaling $11 Million • Public Health Facilities: 2 Projects totaling $0.8 Million

Diversity Action Plan Background • 5/12/12 – Voters passed 2012-2017 Bond Program • 5/31/12 - CIMS issued 3 RFQs for mass selection of Design Consultants • 10/11/12 - Council authorized negotiation and execution of 87 Design Contracts • 10/11/12 - Mayor asked for CIMS to develop action plan to increase AABE participation
Small, Minority, Woman-Owned Business (SMWBE) Update • 2012 Bond A&E contracts approved participation plans: • 79 architectural and engineering firms (Primes and Subs) • 79 (100%) firms locally Headquartered/local office • 57 (72%) primes and subs certified as SBE, MBE, or WBE • Since October 2012 added 11 S/M/WBE firms as follows: • 1 SBE, 5 AABE, 1 ABE, 2 HABE, 2 WBE • 17 (57%) contracts include SBE Primes • 12 (40%) contracts include M/WBE Primes

What is SBEDA and when does it apply? • Small Business Economic Development Advocacy (SBEDA) Program promotes utilization of SMWBEs • Combines best practices, including: • Aspirational Goals • Contract by Contract Goal Setting • Central Vendor Registry • Applies to all COSA construction and A&E contracts over $50,000 • Even if no solicitation is issued, goal setting process remains the same for: • Cooperative agreements • Funding agreements • Developer agreements
