Organisation of the INPECTORATE • Several levels exist : • National level (ministry and its services, directions,…) • Local level : • Regional : DRIRE in region but also with its representatives in each « department » Departmental : other services just like DSV (Direction of veterinary services)
Inspectorate : Main missions • Draw up proposals to the “prefectorial” authority (department) • Proposal of licenses for the operators/ evolution of the acts (modifications,…), up-dates resulting from safety reports, … • Proposals of administrative / penal sanctions • Carry out inspections • Answer to public questions or claims • Deal with different files (among which technical and administrative inquiries after acc/incidents)

BARPI(bureau for analysis of industrial risk and pollutions) • Bureau belonging to the Ministry in charge of environment questions, working for the department for pollution and risk prevention (DPPR), more precisely for Industrial environment Service (SEI) • Objective : experience feedback in connection with industrial pollutions and accidents. • Location : in Lyon
BARPI Missions : gatheringand analysis of data concerning pollutions, accidents, incidents, near misses in classified installations Data and analysisspreading Forming a technical support for both other MEDD bureaus and local inspectorate.

Method used Analysis based on : • many accidents(samples)tendencies(concerning an activity, a special topic) • one particular accidentexemplary solutions ...leading to lessons learnt or to learn
Resulting “products” • Studieson particular topics several ones : rubbish incineration plants, pipes transports,handling goods machines, ammonia, chorine, metal treatment process, silos • Answers to direct questions(asked by different organisms : inspectorate, other administrations, private companies,more than 1200 in 2002). • An inventory drawn up every year.
Resulting “products” • Short summaries about significant accidents : e.g. IMPEL document following the lessons learnt from accidents meeting. • Articles published in technical magazines. • Courses given to school of engineers. • Barpi’s website :most of the data are available Address : http://aria.environnement.gouv.fr
Example :Possible uses for the inspectorate • After an acc/incident occurred favourable circumstance to discuss with the operator: • Ask for analysis; actions taken or to take for the future (prevention, mitigation); up-date of the monitoring documents listing accidents or incidents,… • If Seveso, worth checking if the organisation implemented works
Possible uses for the inspectorate • Useful : all these pieces of information might be restored in the frame of the procedures leading to license • Lessons learnt from the accidents that occurred in the past (on the site or on similar units) in the files drawn up by the operator, with the relevant analysis • Interesting : The same can be done during inspections • check what had been implemented on the site, actually. • Have a glance on what had been made for situations that could be similar.
