Joint Education Sector Review Sept 28-30, 2010 Report on Milestones
Introduction Our tasks at this Review are: • to confirm the status of implementation of the milestones for 2009/10; (TODAY) • to share the 7 approved milestones carried forward from 2009/10 (TODAY) • To share the approved 7 milestones for 2010/11 (TODAY) • to brainstorm on priority milestones for 2011/12 so that these can be included in our on-going budgeting and planning (FINAL DAY)
Milestones for 2009/10 JESR 2009 agreed on 8 milestones for 2009/10. Achievement as at June 30, 2010: 1 milestone complete; 2 milestones partially complete; and, 5 milestones on track.
Milestone No. 1: On Track Conduct Situational Analysis of Human Resources in the Education Sector • Terms of Reference developed • Consultants hired • Data collection beginning October 2010 • Draft report expected in January 2011 On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 2: On Track Develop three-year, Sector-wide, costed, operational plan for ESDP • Terms of Reference and draft template developed. • Stakeholders to submit feedback on TORS and draft template for discussion by October 2010. On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 3 3A: Finalise, disseminate and act on Public Expenditure Tracking Survey (PETS) for primary and secondary education; 3B: Undertake Analysis of Education Sector Unit Costs including community contribution
Milestone No. 3A: On Track Finalise, disseminate and act on PETS for primary and secondary education • Report finalised. • Action plan approved. • Dissemination underway. • Printed copies of final report to be distributed. On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 3B: On Track Analysis of Education Sector Unit Costs Including community contribution. • Terms of Reference developed • Stakeholders to submit feedback on TORS for discussion by October 2010 On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 4 Increase access to quality education for marginalised groups through: 4A: Finalising the Inclusive Education Strategy; and, 4B: Finalising guidelines for re-entry of school girls after delivery.
Milestone No. 4A: Completed Finalise Inclusive Education Strategy • Strategy has been approved • Funds for implementation of the Strategy have been allocated in the 2010/11 budget
Milestone No. 4B: On Track Finalise guidelines for re-entry of school girls after delivery • Guidelines have been finalised • Next step is dissemination, upon the approval of the revised ETP allowing girls to re-enter schools after delivery. On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 5: Completed Implement priority activities in Teacher Development and Management Strategy • In-Service Training (INSET) Strategy approved • Funds for implementation of the Strategy have been allocated in the 2010/11 budget
Milestone No. 6: On Track Strengthen sector-wide dialogue mechanism and implementation • Most regular meetings have taken place according to agreed schedule • Joint Education Sector Review is on track, with Joint Field Visits completed and technical meetings taking place • Printing of reports from 2009 has been done to be distributed in the JESR 2010. On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 7: On Track Education Sector Data Enhanced and Functioning in all sub-sectors • Statistics for Higher Education have been gender disaggregated in reporting • Joint Education Sector Review is on track, Education Sector Management Information System (ESMIS) database is in place for all sub-sectors • Update of MOEVT website, including statistics, is in progress more inputs to be collected from this JESR participants On-going activities will be carried forward to 2010/11 Milestones
Milestone No. 8: On Track Finalise strategic plans for Cross-Cutting Issues • Strategic plans for Gender, Environmental Education and HIV/AIDS have been approved • Funds for implementation of these Plans have been allocated in the 2010/11 budget • Some plans need to be expanded to include Technical, Vocational and Higher Education • Human Rights Education Strategic Plan will be prepared in 2010/11 On-going activities will be carried forward to 2010/11 Milestones
Milestones to be carried forward • Human Resources Situational Analysis • Sector-Wide Operational Plan • Dissemination of PETS and Undertake Unit Cost Analysis • Finalising guidelines for Re-entry of School Girls after Delivery • Strengthening Sector Dialogue • Enhancing Education Sector Data • Strategic Plan for Human Rights Education
Milestones for 2010/11 In addition to the milestones that will be carried forward from 2009/10, the JESR 2009 agreed on 7 new milestones for 2010/11: • Conduct PETS for Higher Education; • Rationalise Education Funding for LGAs; • Implement Guidelines for re-entry of pregnant girls; • Implement priority activities in Teacher Development and Management Strategy (TDMS) at all levels;
Milestones for 2010/11 (continued) 5. Strengthen quality assurance system(s) to improve provision of quality education at all levels; 6. Implement Early Childhood Development and Pre-Primary programs; and, 7. Strengthen the effectiveness of language (Kiswahili and English) at all levels.
Milestones for 2010/11 (continued) The JESR 2009 also agreed that new activities should be planned in 2010/11 to respond to the recommendations of the PETS.
Milestones for 2010/11 (continued) • Taken together, the last three slides indicate that we already have 14 milestones identified for 2010/11. • It is important to note that funds have already been allocated for most of these milestones in the 2010/11 budget.
