Colorado’s Education Reform Landscape Inclusion of Birth to Five (P-20 System): • Early Childhood Leadership Commission • Network of 30 local early childhood councils serving 55 counties • Colorado Preschool Program funded through school finance formula • Outcomes for preschool special education, CPP, Title 1 preschool students measured through Results Matter assessment initiative and data tracked longitudinally through use of State Assigned Student IDs.
