What is a CLT? • Not for profit community-based organisation • Provides and manages land, housing and other buildings at affordable levels in perpetuity Aims • Affordability in perpetuity • Stewardship • Sustainability Shared features but distinct: • Principal function to meet local housing need • Legally defined in Housing and Regeneration Act 2008, Section 79

Significant potential: the next phase is mainstream • Aim: move from experimentation and early • replication stage to mainstream • Key ingredients: • Land • Mortgage lending on CLT properties • Ready supply of technical advice and support MAIN STREAM Idea/ policy Experimentation (innovation/refinement) Early replication (innovation/refinement) Best practice
