Streamlining Training Packages • In December 2010 the NQC (now NSSC) agreed that all Industry Skills Councils will transition to the new Design Model for Streamlined Training Package • All Training Packages will be updated in line with the Design Model by June 2014
Key characteristics of the Design Model • Simplify Present information in a simple and logical manner • Shorten Eliminate unnecessary information and consolidate repetitive material • Segment • Separate the performance standards from guidance and supporting information

Qualification ENDORSED CONTENT GUIDELINES Clear and consistent packaging rules - core and elective units Clearly structured and consistently presented Functional, concise and clearly-written Clear and plain language/no repetitive or unnecessary information Link to mapping information • Qualification code and title • Qualification description • Packaging rules: • core and elective units • prerequisites units • (if applicable) Detail the qualifications contained in the training package
Provide specifications of applied performance standards Units of Competency ENDORSED CONTENT GUIDELINES Only necessary and specific information. No generic content, or content that does not serve a clear and defining unit specific purpose . Conveys the essence of the performance expected as the outcome. Plain language, avoiding ambiguity, unnecessarily technical language and obscure syntax. Present content in a logical, simple and consistent manner. Assessment Requirements CONTENT ENDORSED GUIDELINES • 1. Performance evidence: • product and/or process evidence; frequency and/or volume of evidence. • 2. Knowledge evidence: • information an individual must possess to safely and effectively perform the work task described in the unit of competency. • 3. Assessment conditions: • physical conditions under which assessment can take place • equipment and materials required • integrated and holistic assessment • any mandatory conditions of assessment eg online, RPL, and distance or offshore assessment. Describe the assessment requirements for the unit of competency • Code and title • Assessment evidence: • Performance evidence • Knowledge evidence • Assessment conditions
Credit Arrangements ENDORSED CONTENT GUIDELINES A ‘work in progress’ ISCs develop materials to facilitate better transition and pathways between the VET and HE sectors Provide articulation information for relevant qualifications • Articulation arrangements into higher education for: • Diploma • Advanced Diploma
Companion Volume • All Training Packages have a corresponding companion volume published concurrently. • Companion Volumes for IBSA Training Packages include four guides: • Implementation Guide • Learning Strategies Guide • Assessment Strategies Guide, and • Foundation Skills Guide.

Overview information • Clear information on the Training Package endorsed components ie modification history, list of units and qualifications. • AQF, coding, contextualisation • About the industry • 2. Implementation information • Specific information about VETinS, Australian Apprenticeships, qualification options etc. • Qualification pathways. • Examples of current industry approaches to training. • Links to relevant material. Provide information to assist in interpreting and understanding the endorsed components of the training package • Overview information • Implementation information • Links
Learning Strategies Guide CONTENT GUIDELINES COMPANION VOLUME • 1. Learning principles and styles • Overview of adult learning principles. • Strategies on learner needs that suit industry. • 2. Training information • Designing training • Learning and training strategies • Training plans – including samples • Training delivery – on the job, off the job, blended delivery • Guidance on requirements of delivery in different contexts with diverse learners. • 3. Contextualisation • Guidance and examples on how to contextualise units and in the particular industry. • Links to relevant material. Where to next • Standards sign off by NSSC – end 2012 • Work currently being undertaken on TGA • 1st Training Package submitted to NSSC for endorsement – August 2012 • All IBSA Training Packages streamlined – June 2013 • Companion Volumes rolled out progressively
