GP/DRR – what is the rationale? • Need for global goods, assessments, coherency, coordination • Expands on IATF/DR – broader membership + Governments – Some NGO’s were already in IATF/DR but participation should be strengthened • Links humanitarian, sectorial development, environment/S&T actors; civil society and governments • New focus on better support to countries, building resilience, implementing Hyogo Framework • Will be a core institutional arrangement of ISDR Preliminary Consultative Meeting on Building a Global Network of NGOs for Community Resilience to Disasters, Geveva, 25-26 October
GP/DRR – three principal functions • Systematically advocate and share knowledge among practitioners and experts; • Improve the coherency of international action on disaster risk reduction at all levels – setting common priorities; and • Provide reviews and evaluations of progress toward disaster risk reduction. - Will be a technical and not intergovernmental meeting Preliminary Consultative Meeting on Building a Global Network of NGOs for Community Resilience to Disasters, Geveva, 25-26 October
GP/DRR 2007 session – likely format • Geneva, 5-7 June – plus meetings on days before and after • Main ‘multi-stakeholder’ plenary – set rules, hears reviews, plus high level panel? • Parallel technical workshops (2–3) on key issues (e.g.national reporting, mainstreaming, national platforms/mechanisms…) • Opportunity for holding other forums, partner events • Guided by prior regional/sub-regional consultations and thematic inputs Preliminary Consultative Meeting on Building a Global Network of NGOs for Community Resilience to Disasters, Geveva, 25-26 October
Procedures for participation – under discussion • Membership “open” but is subject to DRR purposes • Builds on IATF/DR membership and national ISDR focal points • Prior “consolidation” of regional and thematic veiwpoints • Expectations from ‘members’ (e.g. regular reporting, commitment to implementing Hyogo Framework, etc…) to be determined • Open participation for observers • Announcement and procedures for participation - January 2007 Preliminary Consultative Meeting on Building a Global Network of NGOs for Community Resilience to Disasters, Geveva, 25-26 October
GP/DRR - expected outputs • Common report on progress in disaster risk reduction • Direction and guidance for Hyogo Framework implementation - including key issues, setting standards, reporting, etc • Agreement on joint work programming approach and on priorities for joint international action • Collation of caucus statements (including NGOs?)
