what is • NeuroRescueaimsatcontributing to the understanding and responding to mental disorders, dementia or neurodegenerative diseases by: • Helping companies become more competitive by enhancing access to research excellence, funding mechanisms and innovation through the improved interconnection of the actors in the fieldof Neurosciences • Promoting the collaboration, the exchange and the dissemination of best practices related to Neurosciences at the European level and beyond • Supporting the internationalization efforts of academics and research institutes in the field of Neurosciences through improved collaboration between themselves and with companies, notablySMEs • Supporting policy makers in developing innovative clusters and healthcare policies • Developing a holistic approach to raise awareness and increase prevention on societal and patient care issues linked to Neurosciences such as the prevention of ageing related diseases • Over a three-year duration, the project NeuroRescue has carried out several activities such as: • mapping out the potential for setting up an integrative model to address all scientific aspects of mental health • fostering and ensuring a multidisciplinary approach in fundamental and basic research • providing mechanisms to speed up bench to the bedside research (from basic research to clinical research) and accelerate the time to market for products and services in the field of mental health applications (industrial applications in medicine, medical devices and ICT solutions)
, a case study for possible INPUT INTO 2014-2020 POLICY/FUNDING • General points: • Improve intra-regional links between the three types of regional actors in the triple helix • Joint action plans (JAP) • Compatibility with the smart specialisationstrategy • Some PROs (RIS3, internationalisation, innovation effects, new funding…..) • Some CONs (national frameworks differences…)
European Territorial Cooperation: room for improvement? • "…territorial cooperation programmes do not always focus on a limited number of priority topics, but adopt rather broad intervention strategies, making it difficult to achieve clearly-identifiable impacts." • "... need for more coordination and strategic focus, both at general policy and individual programmelevel" • "…need to establish more pro-active interaction with the mainstream programmes and other territorial cooperation programmes, to ensure complementarity, coordination and synergies….” • “…e.g. cross-border cooperation has not sufficiently evolved since three programming periods.. it should go beyond pure cross-border project partnerships…” • “…ETC mainly benefits the “usual suspects”…”
CAN the RoK approach and legacy contribute to improve European Territorial Cooperation (E.G. Interreg VC)? • Proposals for 2014-2020 Cohesion regulations have partly responded to those questions by making programmes more in line with EU2020 priorities, more strategic, more effective, better focused on results. • Nevertheless, can RoK help too?
If Yes, WHY? General INPUT from the Neurorescueexperience (and other PACA ETC projectS) • Stronger cluster policy in EU • Regional Operational Programmes of the Structural Funds, having in particular a direct link with the delivery of Thematic Objectives 1 and 2 • Common Strategic Framework • Lead markets, key enabling technologies, and smart specialisation • JAPs requires meeting high quality standards and financial commitments of innovation public actors • Performance monitoring (results and outcome oriented) • Innovation has proved to be an area where the three strands of ETC have been relevant
IF YES, HOW ? • General INPUT from the Neurorescueexperience (and other PACA ETC projectS) • Triple helix cooperation, including private partners • Thematic calls (like the RoK does) for strategic projects • Focus on clusters' internal + external connectivity and cluster cooperation • Cooperation along complimentary specializations'/cross-clustering, • Joint SME and innovation support services • Focus on JOINT ACTION PLANS, including the financial dimension • Strategic learning and experimentation in well-defined areas of common importance for mainstream OPs • INTERROK experience
