Areas of service • SDA1.1: Outreach programs at the community level and service provision for IDUs and their partners (290 000; 1d; 22% HIV(63k)) • SDA1.2: Services at the community level for sex workers and their partners(95 000; 2d; 9% HIV(8k); 16%IDU; 850 000; 6% IDU) • SDA1.3: Outreach programs at the community levelandservice provision for MSM(95 000; 1,6k; 6,5% HIV) • SDA1.5: Set of clinical and social care services for injecting drug users, CSW, MSM, PLWHA (ST procurement, STI, PSS funding) • SDA1.6:  Comprehensive set of services for most-at-risk youth and adolescents (?; 18,6% HIV; 30% IDU)

  3. Areas of service • SDA1.9:  Monitoring and evaluation of service provision within the program • SDA2.2:  Monitoring and evaluation of national response to HIV/AIDS for planning based on actual data • SDA3.2: Strengthening civil societies’ organizational and technical capacity
