Background of restructuring SGSYas NRLM Review of SGSY ( by MoRD) reveals following mixed picture: • Widespread acceptance of the need of organising the poor into SHGs • 250 lakh of rural poor households brought under SHG & still 450 lakh more to be covered • Insufficient Capacity Building • Insufficient investment for the building Community Institution • Weak Bank Linkage leading to low credit mobilisation

NRLM Mission To reduce poverty by enabling the poor households to access gainful self-employment and skilled wage employment opportunities, resulting in appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots institutions of the poor.

Objectives • To effectively implement the poverty eradication and livelihood promotion • To create an enabling pro poor policy environment for intensive blocks • To ensure that at least one BPL woman from identified rural household is brought under SHG network in time bound manner • To ensure adequate coverage of the vulnerable section of the societies • To focus on setting up strong SHG based social structure • To universalize SHG and ensure total financial inclusion

Task of DRDC in respect of Intensive Blocks • Organizing block level workshop on NRLM • Assessment of available social capital • Developing BMMU in intensive Blocks • Identification of vulnerable & uncovered areas • Identification of dormant SHGs • Assessment of needs in respect of vulnerable areas • Assessment of needs in respect of SHG based institutions already functioning.
Task of DRDC in respect of Non Intensive Blocks • Organising district level workshop. • Pending grading cases are to be completed • Necessary support to be extended to the SHGs in SGSY mode until declared as intensive block • Steps to be taken for strengthening existing clusters and subclusters and for coverage of all GPs & Sansads under SHG federation. • To take measure for developing social capital
Activities in Intensive Blocks • Dedicated structure at Block Level (BMMU) • Participatory Identification of the poorest of poor • Release of RF to the tune of Rs. 10,000 – 15,000 • Release of CIF to Federation for on lending to SHGs • Preparation of MIP is a precondition for getting loan from CIF • Interest subsidy for bank loan • Insurance coverage for SHG members • One time grant for federations - Rs. 10,000 for Village / Panchayat level federation Rs. 20,000 for Block level federation Rs. 1,00,000 for District level federation
Activities in Non intensive blocks • Release of RF to the tune of Rs. 10,000 – 15,000 • Release of Subsidy for Project Loan to the tune of Rs. 2.50 lakhs max. (@ Rs. 15,000/- per BPL member) • Credit subsidy ratio should be 2:1 • Insurance coverage for SHG members • Capacity building and skill training – Rs. 7,500/- (max.) per SHG member
