Current LCS - problems • Adopted before the Constitution… • Several (non systematic) amendments (gaps, overlaps, fragmented) • Main areas of problems: • Scope: unclear • Rights and Duties, recruitment, promotion, performance appraisal, discipline: vagueness = arbitrariness • Remunerations – unbalanced • The Labour Code ruling part of the CS statute
Scope Scope: unclear • Different legal acts, from different entities • Mixture of political and administrative positions • Lack of consistent criteria to define CS
