    2. EPA HCFC Allocation HCFC R-22 Phase Out Rule The EPA allocated for the 2010 – 2014 period.  No rule beyond 2014. There will be an annual step down for R-22 allowances.  The steps are 4% lower per year – or 10% of the remaining volume.   For 2010 110M lbs. of R-22 allowances will be issued and the allowances will decline every year. (See the graph) Permanent transfers between companies for the same compounds were factored into the new baselines.  Inter-pollutant transfers were not factored into baselines
