EBRD SUSTAINABLE ENERGY INITIATIVE (SEI), Phase 2 • SEI - a framework for Bank’s operations on sustainable energy • Main areas and results of SEI 1 (2006-2008): • SEI, Phase 2 (2009-2011) continue addressing the main areas with accent on some new specific priority topics: • ● EE in Buildings; ● Stationary use of Biomass • ● CC mitigation in natural resources sectors ● EE in Transport • ● CC Adaptation● Carbon market development
Activities within SEI Direct lending of large stand alone industrial, power production and municipal EE projects; Sustainable Energy Financing Facilities (SEFF) - “One-Stop-Shop” dedicated loan facilities through local banks for EE or RE small and medium size projects; EE technical assistance on projects within pipeline of banking teams i.e. Agribusiness, Municipal and Infrastructure, Property&Tourism, Transport, etc; Policy dialogue as assistance to national governments and regional authorities; Capacity and institutional building; Promotion and dissemination;
Technical Cooperation under SEI Direct lending and EE technical due diligence: Consultants providing energy audits, pre-feasibility and feasibility studies, market and risk assessment, EIA, ... – obviously, but not only under framework contracts; Sustainable Energy Financing Facilities (SEFF): Market demand study; Project Consultant; Verification Consultant; Policy dialogue and institutional building: Assistance on development of EE APs, policy and legal framework; Development and up-grade of EE technical standards and regulations; Assistance on development of institutional framework: energy auditing bodies, licensing authorities, business associations...; Capacity building, promotion and dissemination: Trainings, Development of new financial products, Dissemination campaigns;

Projects of E2C2 under preparations • Energy Performance Assessment (EPA) of built environment projects: • Two framework contracts on EPA; Procurement - 2Q, 2010, Budget: ab. € 500,000; • Policy dialogue in building sector – assistance of National Authorities on: • Law on Energy Efficiency of Buildings, Moldova; Procurement - 1-2Q, 2010, Budget: € 298,000; • Amendments of Housing Codes, Moldova; Procurement - 1-2Q, 2010, Budget: € 298,000; • Amendments of Housing Codes, Kyrgyzstan; Procurement - 2Q, 2010, Budget: € 298,000; • Preparation of building regulatory, Russia; Procurement – 1Q 2010, Budget: € 199,000; • Capacity building, awareness raising and regulatory development of EE in residential sector Ukraine, Procurement – 1Q 2010, Budget: € 1,000,000; • Development of Energy Performance Contracting for public buildings: • Bulgaria, Kazakhstan, Romania, Russia. Procurement – 1Q 2010, Budget: € ab. 260,000 each country; • Small TC assignments on EE in buildings: Budget: < € 70,000; • Roof up-grade technical assessment; • Legal due diligence of proposed mechanisms and projects (e.g. ESCO activities in residential sector of Latvia)
Energy Performance Assessment and Corporate Policy Support Two framework contracts over period of 18 months; Procurement start - 2Q 2010; Total budget: about € 500,000; Work plan: EPA and (where applicable) energy certificate of up to 15 large commercial development projects; Corporate EE & environmental guidelines for at least 5 Developers; Advise on implementation of BMS; Cost benefit analysis of specific EE investments; Capacity building and trainings of about 5 Developers; Consultant profile: Technical expertise, qualification, references, knowledge of ISO EN and national standards; Existence of local technical partners on regional basis; Good communication skills and experience with capacity building;
