PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT Monza province has been instituted on june 11th 2004 by Parliament approval of law n. 146. It includes 50 municipalities gathered in three areas (circondari) LOMBARDY Monza is the chief town of the new province. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT The feasibility study has to set up a suitable methodology to recognize criteria for the choice of strategic interventions (restorations) and complementary interventions (planned conservation), which are necessary to cultural heritage enhancement and to cultural production inside integrated cultural systems. In general, two important factors for proper evaluation of a proposed intervention are: • aptitude to innovation • production of knowledge. Therefore the restoration of a building has to follow a specific planning procedure based on • capability of increasing knowledge, • testing advanced methodologies, • disseminating results, • implementing maintenance for the future SPRECOMAH 2008 24th – 25th MARCH LEUVEN – ROSSELLA MOIOLI
PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT Cultural district is proposed as a tool for implementing planned conservation at a wider scale. The focus is on the effectiveness of the integrated cultural system as a way to qualify public spending in restorations, and as a scenario for implementing planned conservation, feasible in that context because of networking and economies of scale. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT Referring to bch, this cultural district project aims to: • define methodologies for built heritage preservation and enhancement • integrate bch preservation with the local economic sectors • improve human and social resources through active trainingof capabilities and driving to innovation Useful actions to hit these targets are: • strategic interventions on bch • complementary interventions (including education actions) • promotion and communication strategies SPRECOMAH 2008 24th – 25th MARCH LEUVEN – ROSSELLA MOIOLI

PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT One of the aims of MB district is to implement preventive activities within a management strategy, in order to avoid the heavy interventions required because of lack of care. To do this, all the professionals in building sector (architects, restorers, employers in technical offices, …) must get proper skills and be introduced to the best practice of planned conservation. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT Building contractors are the fourth economic sectors with 17,6 %. The context analysis checked the situation of property developers in this territory, because of their link with interventions on bch. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT • 33 companies are qualified in the relevant categories: • OG2 – restoration and maintenance of built cultural heritage • OS2 – restoration and maintenance of decorated surfaces and artwork of historical and artistic interest. 29 companies have the OG2 classification 6 companies have the OS2 classification 2 companies have both classifications Most of them have other qualifications and usually work outside restoration field. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT In this phase of the study it has been necessary to make an evaluation of these results: • in this area there are big players in building sectors • in this area there are few restoration companies • there is a well-balanced distribution of the companies in the three areas (west, center and east) • this analysis shows that, although most historic buildings have been restored in the last years, preservation did not become a strategic activity, and perhaps there is not a good involvement of people in heritage preservation. They could become an important factor for the integration between bch and the productive chains. On the other hand, restoration companies are drastically few. PLANNED CONSERVATION IN MONZA AND BRIANZA CULTURAL DISTRICT Long term planning • Restoration companies become active subjects in preventive and planned conservation process by: • capacity to carry out exemplary interventions • capacityto document interventions and disseminate knowledge • creation of new market opportunities, with a high quality offer, taking advantage of the economies of scale created by the district.
