Internet is attractive to sex offenders • Greater access to victims (wider reach) • Internet already contain lot of information about a potential victim • Online dating services contain personal likes and dislikes • Photographs, age • Target children in chat rooms • Offenders can portray themselves as anyone to the victim’s taste.

  3. Old behavior • Pedophiles use • Children’s trust of adults • Children’s curiosity • Need for attention • Their desire to be loved • Bribes • Grooming (exploiting weakness over time) • Molesters commit many crimes before they are caught.

  4. Use of new medium • Lure victims • Further crimes committed in the physical world • Orchid club – a chat room child pornography ring, was exposed as a child revealed that a father of her schoolmate molested and took pictures of here during a slumber party in their home.

  5. Legal Considerations • Soliciting minors for sex • Making, possessing or distributing child pornography • Adult sexual assault may be dismissed as consensual. • Internet crime usually falls under federal jurisdiction • Some images (child) may be restricted to be released to defense. • Should you report a child’s picture to the authorities? • Discuss

  6. Identifying and processing digital evidence • Do not handle keyboards other items with bare hands. Usually contain contaminants. • Approach suspects carefully, there have been incidences where suspects shoot at authorities, or kill themselves. • Evidence may be distributed over several devices or media. • Be aware of proxy servers used for concealment

Investigating online sexual offenders • Determine if a crime as actually occurred • Determine continuity of offense • Undercover investigation – communicating with the offender as a child. “To catch a predator”, NBC show – discuss. A child predator after assaulting a child in another state returned home. Authorities then assumed the child’s identity and chatted with the predator online, gathered enough evidence and arrested him.

  8. Children come in contact with predators through • Online profile • Name, photograph, home address, telephone, etc. • Participated in online discussions dedicated to sex among teens • Used dating services • Introduced through friends • Parks, swimming, etc.
