What We Know • In July 2009, DEQ conducted a survey of all county and city managers in Virginia. • 69% (93 of 134) localities responded. • The localities reported total current recycling program FY2009 budgets - $47.7 million. • An additional $10.7 million would be needed to fully fund recycling for “program expansion.” Result: NO ACTION at GENERAL ASSEMBLY Virginia Segment at CRA Conference

What We Know • In 2012, the General Assembly amended the Code of Virginia relating to the annual recycling survey (rate) report. • Effective January 1, 2013, only 17 of 71, or 23%, of Solid Waste Planning Units (SWPUs) will be required to submit annual reports by April 30, 2013. • 54 of 71, more than 76% of SWPUs will not be required to prepare and submit annual reports. What We Know In 2012, General Assembly tried to eliminate Litter Control and Recycling Advisory Fund Board Fund Board • Five (5) member –board appointed by the Governor. • Reviews applications by DEQ for grants, and provides recommendations to the Director, DEQ on award of grants. What We Know In 2012, the Litter Control and Recycling Trust Funddisbursed $2.16 million in Annual Local Government Non-Competitive Grants (based on population and road miles) to 187 applicants, representing 307 local government programs. NOTE: The Fund is the only sourcefrom the Commonwealth of direct funds to local government programs used to advance recycling and litter control programs. Virginia Segment at CRA Conference

Governor's Opportunity Fund Continental Waste invests $6 million to open Virginia plant March 15, 2011 -- Industrial plastics recycler Continental Waste Management LLC, based in Raleigh, N.C., is investing $6 million to open a plant in Covington, Va., to recycle both post-consumer PET, polypropylene and polyethylene, and post-industrial PP and PE. The plant will have a wash line to make PET flake and a wash line and an extrusion line to make post-consumer PP and PE pellets.McDonnell approved a $150,000 grant from the Governor´s Opportunity Fund to assist the city of Covington with the project. The Virginia Department of Business Assistance, through its Virginia Jobs Investment Program, will provide funding and services to support the company´s recruitment and training activities.
