Recommended Schedule • Vendor Selection and Contract Negotiation • Detailed System Design • Site Review • Equipment Manufacturing and System Staging • System Implementation • System Acceptance Testing
Vendor Selection and Contract Negotiation • Release of Request for Proposal (RFP) • Pre-Bid Conference • Proposals Submittal, Review and Vendor Selection • Contract Negotiation
Detailed System Design • Vendor Detailed System Design • Site Review • System Implementation Plan • Implementation Contract Development
Equipment Manufacturing and System Staging • Equipment Ordering Process • Delivery of Equipment to a Staging Facility • Construction of the System • or Sub-Systems • Optimization of the System • Documentation of the System
System Implementation • Wide Area System Implementation • Local Area Trunked System Implementation • Local Area Conventional System Implementation
Wide Area System Implementation • Implementation of the Interconnection Network • Implementation of Trunking Central Site or • Expansion of Existing Trunking Central Site • Implementation of the Trunked Wide Area System radio site equipment • Testing and Optimization of the System
Local Area Trunked System Implementation • Expansion of the Interconnection Network • Implementation of the Trunked Local Area System Radio Site Equipment • Testing and Optimization of the System • Implementation of Dispatch Connectivity
Local Area Conventional System Implementation • Expansion of the Interconnection Network (Were Needed) • Implementation of the Conventional Local Area System Radio Site Equipment • Testing and Optimization of the Systems • Implementation of Dispatch Connectivity
System Acceptance Testing • Scheduled after all implementation tasks • Verification of system functionality • Verification of system performance • Verification of system capacity • Verification of system radio coverage • Correction of all deficits in critical parameters
Final System Acceptance • Final acceptance will occur after successful system demonstration • Must meet the satisfaction of the NTIP Consortium and the State • Only occurs following all system acceptance testing activities • This event triggers the beginning of the warranty period
Schedule Assumptions • The system will be organized and constructed as described in the NTIP Baseline System Design Document. • The sub-systems will be organized and prioritized as described. • The system is implemented on radio channels that require no unusual equipment for coordination or licensing and do not delay implementation. • Acceptance testing of the radio system coverage is based on 95% reliability. • Radio Coverage Acceptance testing is based on a sample of sites and/or areas. • The Implementation schedule does not include the installation of subscriber equipment.. • A program manager will be retained prior to RFP release in order to manage the overall program schedule and minimize risks.
Risk Issues • Risk of violating one or more of the Schedule Assumptions. • The appropriate funding will be available throughout the system implementation schedule. • No more than ten new site buildings are required to be constructed using prefabricated construction methods. • No significant equipment delivery delays will occur during system implementation. • No significant weather issues will delay the system implementation. • A program manager will be retained prior to RFP release in order to manage the overall program schedule and minimize risks.
