  3. Counter-Terrorism efforts in SADC • SADC Counter-Terrorism initiatives? • Mission statement of SADC - “Promote and defend peace and security” • Terrorism and related issues regarded as sensitive • Perception exists that SADC countries are excluded from the threat presented by terrorism

SADC Status: International Conventions • Emphasis needed - SADC part of a global strategy = parties to international conventions - Parties = 64% / Non-parties = 36% • UN reaffirmed the role of regional & sub-regional structures • Focus on the AU Convention on the Prevention and Combating of Terrorism • Blue - Ratified / Red - Signed

  5. SADC Status: SADC Protocols • No specific operational & coordination mechanism dealing with terrorism • Focus is rather on transnational organized crime • Protocol on Politics, Defense and Security Cooperation = SADC Organ on Politics, Defense and Security Cooperation

Future Success of Counter-Terrorism Efforts • Terrorism is not regarded as a serious threat to stability? = SADC not excluded from international community • Political Will versus Implementation - Relationship between SADC and SARPCCO • Technical support needed • Holistic approach required - Not sole responsibility of police and security forces
