SADC and the Fight Against Terrorism Anneli Botha Senior Researcher: Terrorism
Levels of Cooperation Requirements International - United Nations Regional / Continent African Union Sub-Regional SADC / IGAD National Implementation
Counter-Terrorism efforts in SADC • SADC Counter-Terrorism initiatives? • Mission statement of SADC - “Promote and defend peace and security” • Terrorism and related issues regarded as sensitive • Perception exists that SADC countries are excluded from the threat presented by terrorism
SADC Status: International Conventions • Emphasis needed - SADC part of a global strategy = parties to international conventions - Parties = 64% / Non-parties = 36% • UN reaffirmed the role of regional & sub-regional structures • Focus on the AU Convention on the Prevention and Combating of Terrorism • Blue - Ratified / Red - Signed
SADC Status: SADC Protocols • No specific operational & coordination mechanism dealing with terrorism • Focus is rather on transnational organized crime • Protocol on Politics, Defense and Security Cooperation = SADC Organ on Politics, Defense and Security Cooperation
Other Initiatives • SADC Inter-State Defense and Security Committee tasked with the development of a plan of action and legal instruments (Dec 2001) - Threat perception - Sub-regional coordination - Legislation? - Understanding vulnerabilities = information? • SARPCCO: Anti-Terrorism Unit (2002) / Terrorism Early Warning Centre - Intelligence sharing • Anti-Terrorism training courses
Future Success of Counter-Terrorism Efforts • Terrorism is not regarded as a serious threat to stability? = SADC not excluded from international community • Political Will versus Implementation - Relationship between SADC and SARPCCO • Technical support needed • Holistic approach required - Not sole responsibility of police and security forces
