General Objective • Through the National Economic and Social Transformation (NEST) Plan (2010-2014), a Public and Social Sector Transformation Project(PSST) was developed. The Social Sector Transformation component aims to improve the management, expenditure efficiency and social service delivery to the vulnerable populations. • Some specific objectives: (i) design and implement a unified targeting system, and a single beneficiary registry of social protection programs (ii) improve the efficiency social public spending (iii) strengthen the capacity to plan, coordinate, and monitor social protection policies.
Program/Project Implementation Status • IMPLEMENTATION – Design/Pre-Implementation Phase • Finalizing TORs for consultancies • Hiring of Technical Specialists • Conducting a household census • Hiring of additional technical staff • Finalizing MOUs with key social protection partners
Impact and Sustainability • Strengthened GOAB capacity to coordinate and monitor social programs in an integrated scheme. • Overall improved social assistance services delivery to beneficiaries • There will be a sustained improvement in the administration and efficiency of social protection spending through an integrated monitoring and targeting system. Also through the building and maintenance of capacity within the Ministry of Social Transformation and in country.
Innovative Elements/ Components • This project will not only encompass the establishment of single beneficiary registry or conditional cash transfers mechanisms, but will incorporate an integrated system that social protection agencies and partners can apply across all social protection programs. • There is direct linkage to the Active Labour Market Policies and Programs, such as temporary employment program and training program for beneficiaries.
Replication and Potential for Exchange • No previous experience in developing a project of this nature, however hoping to gain and share knowledge from the best practices of participating countries who have implemented similar projects. • End result an overall successful project implementation that other countries wishing to develop such a mechanism can follow.
