About ICCM • ICCM is the governing body for SAICM. • At its first session, ICCM adopted SAICM. Future session of ICCM in 2009, 2012, 2015 and 2020 will undertake periodic reviews of SAICM. • ICCM functions are set out in paragraph 24 of the Overarching Policy Strategy and include serving as a high-level forum, addressing emerging policy issues, evaluating implementation. • ICCM2 will be held on 11-15 May in Geneva, back-to-back with Stockholm Convention COP4 and the 62nd World Health Assembly .
ICCM2: preparatory work • Preparatory consultations for ICCM2 have included: • Regional meetings, e.g. Panama, February 2008 and Chile, December 2008 • Open-ended Legal and Technical Working Group (OELTWG) to develop ICCM rules of procedure, Rome, 21-24 October 2008; • Informal discussions on other ICCM2 issues, Rome 23-24 October 2008. • Submissions processes on emerging issues and financial performance, August 2008. • Further development of papers on emerging issues, January-March 2009.
OELTWG, Rome, October 2008 • Draft ICCM rules of procedure based on the rules of the Preparatory Committee that developed SAICM were prepared by the OELTWG. • Issues that attracted much discussion and may need further work by the ICCM prior to adoption of the rules include: • the structure of the ICCM bureau; • provisions for decision-making; • provisions in relation to subsidiary bodies.
Informal discussions, Rome, October 2008 • Issues included: • modalities for reporting on SAICM implementation; • procedure for updating the Global Plan of Action; • emerging policy issues; • finance; • IFCS; • ICCM2 agenda and format.
ICCM2: agenda The following agenda for ICCM2 was agreed: 1. Opening of the meeting. 2. Organizational matters: (a) Adoption of the rules of procedure; (b) Election of officers; (c) Adoption of the agenda; (d) Appointment of a credentials committee; (e) Organization of work. 3. Report of the credentials committee. 4. Implementation of the Strategic Approach to International Chemicals Management: (a) Evaluation of and guidance on implementation and review and update of the Strategic Approach; (b) Implementation of and coherence among international instruments and programmes; (c) Modalities for reporting by stakeholders on progress in implementation; (d) Strengthening of national chemicals management capacities; (e) Financial and technical resources for implementation; (f) Emerging policy issues; (g) Information exchange and scientific and technical cooperation. 5. Cooperation with intergovernmental organizations. 6. Activities of the secretariat and adoption of the budget. 7. Venue and date of the third session of the Conference. 8. Other matters. 9. Adoption of the report. 10. Closure of the session.
ICCM2: format • Technical briefings, Sunday 10 May • Regional group meetings, Sunday 10 May • Plenary sessions, Monday 11-Friday 15 May • High-level segment on Thursday 14 and Friday 15 May, including formal statements and round tables. • Side events and exhibitions.
ICCM2: key issues • First review of implementation progress. • Completion of SAICM institutional arrangements (ICCM rules of procedure, bureau, subsidiary bodies, reporting). • Addressing emerging issues (nanotechnology, chemicals in articles, lead in paint and electronic waste). • Considering long-term financing of SAICM. • Future direction of SAICM. • Future reporting arrangements. • Exchanging scientific and technical information. • Deciding budget and activities for the next inter-sessional period.
ICCM2: high-level segment • The high-level segment will take place on the afternoon of Thursday, 14 May 2009, and in the morning of Friday 15 May 2009. • Finance: a high-level round table on “Financing sound chemicals management: the way ahead for SAICM implementation”, (Thursday 14 May 2009). • Health: a high-level round table on “Public health, the environment and chemicals management” (Friday 15 May 2009). • Opportunities for formal statements in plenary (afternoon of Thursday 14 May and morning of Friday 15 May – speakers’ list now open).
ICCM2: side-events, exhibition & practical details • Over 25 side-events. • 10-20 exhibitors. • Delegates are strongly encouraged to make their own hotel reservations as soon as possible. • Useful information & meeting documents are available on our website.
