Indigenous Peoples Participation in the Framing of a New Policy for the ArcticBy Special adviser Sven-Roald NystøÁrran Lulesami Centre Address at the North Norway European Offices seminar and work-shop “A (new?) Direction of Arctic Policy”, 17th December 2008, Brussel, Belguim
The North – Geography, Politics And Mind The North has a geographical, political and a mental orientation. Our understanding of the North is an embedment of these three. There are two competing visions on the North:- Frontier - HomelandTo be conscious of this matter is important for the future policy framing and knowledge development in the North-Arctic.Challenge: Merge the visions
Frontier: • Southern roots, with focus on exploiting natural recourses • Production of raw materials - industrialisation • Simplified and compartmentalized view on the society • Bust and boom economy • Main focus on delivery of commodities to southern markets Homeland: • Origin in people who live, work and have their mental orientation in the north – especially among indigenous peoples • Traditional lifestyle – subsistence • Understand and respect diversity in demography, culture and economy • Sustainable long term economy • Circumpolar cooperation across national borders to face global challenges
Strengthen the Human Dimension Stalemate of opposing arguments: • Oil and gas companies • Environmental organisations Little room for IPs and local voices Strengthen the human dimension in the communication
The Indigenous Dimension • More than 40 IPs in the Arctic – very diverse Matters of principle concerning IPs • The internal and external perspective of the indigenous dimension • Make ID and integral part – cross-cutting theme • Full participation and free, prior and informed consent of IPs • IPs traditional knowledge – integrate • Give IPs possibilities to participate in economic development when simultaneously safeguarding traditional subsistence industry • Develop institutions, capacity building and knowledge development
Northern Dimension and IPs • Working group on the Indigenous Peoples Future projects: • Vulnerability and adaptation capacity • Common standards regarding IPs – economic activities • Changing demography – urbanisation
