CO/NXX SubcommitteeIssue 513: NRUF Guideline Changes for Rural Carriers • INC received an additional contribution suggesting further clarifications to the NRUF Guidelines. • INC closed the issue with changes to the guidelines clarifying a rural SP’s responsibility to report at the thousands-block level in pooling areas. • NANPA will update the NRUF Job Aid as needed. • Suggested FCC Form 502 changes have been added to NANPA’s running list of proposed changes. LNPA SubcommitteeIssue 516: Update the TBPAG Part 4 Form • Based on input received from state regulators, INC added fields to the pooling “Confirmation of NXX-X Block In Service” form. • These fields will assist state regulators by identifying the company name and the OCN of the Service Provider submitting the Part 4 form. LNPA SubcommitteeIssue 504: Block Assignments Created/Activated in the NPAC • The PA and NPAC identified a problem regarding unnecessary block creation in the NPAC. • INC worked with the LNPA WG to modify the TBPAG to prevent blocks from being unnecessarily created in the NPAC when they are assigned to the LERG Assignee on the donating switch. • NPAC administrative processing modifications will be enacted prior to implementation. CIC SubcommitteeIssue 493: Assignments for Billing & Collection (B&C) Service Providers • Carrier Identification Codes (CICs) are used by B&Cs to facilitate billing for smaller access purchasers that do not have direct agreements with LECs for billing. • Alternate Billing Entity Codes (ABECs) should be used for billing & collections purposes, but CICs are needed when ABECs are not technically feasible. • Modifications have been made to the CIC Assignment Guidelines to allow B&Cs to retain and continue to be assigned CICs for billing & collections purposes. • The assignment to a B&C Company will require assignment of Feature Group D and a matching Feature Group B CIC.
