NPA Subcommittee: Relief NPAs for Personal Communications Services (PCS) • Currently, the 500 and 533 NPAs are used for PCS. • The INC agreed to designate the following Easily Recognizable Codes (ERCs) as relief NPAs to be opened by the NANPA, in the following order: 544, 566, 577, and 588. • In accordance with the PCS 5YY guidelines, no 544 NXXs shall be assigned until all 500 and 533 NXXs have been assigned from the currently assignable PCS 5YY inventory.
CO/NXX Subcommittee: Issue 534 The Development of p-ANI Guidelines • In March 2007, INC finalized the permanent p-ANI Guidelines for the Routing Number Administrator (RNA) per a NANC action item. • In April 2007, the NANC reviewed, approved, and transmitted the p-ANI Guidelines to the FCC and requested clarification of a few items. • In June 2007, the FCC sent a letter to the NANC Chair agreeing to incorporate the p-ANI Guidelines into the new Pooling Administrator (PA) contract with certain clarifications, and gave an example of one such clarification. • In August 2007, the FCC awarded the new contract stating that the PA shall serve as the interim RNA until such time as “…a permanent p-ANI solution is in place.”
CO/NXX Subcommittee: Issue 534 The Development of p-ANI Guidelines • INC understands that the PA is awaiting further clarification from the FCC on certain issues and assumptions, and the permanent RNA function cannot be implemented until those are resolved. • Until the FCC provides the needed clarifications to the PA and an FCC approved PA Change Order has been implemented, INC cannot resolve this Issue and publish its permanent p-ANI Guidelines. • Until then, wireless Service Providers (SPs) will continue to use geographic Telephone Numbers (TNs) for E911/p-ANI purposes rather than assigning such TNs to end user customers. • In addition, ongoing multiple pANI administrators continue to assign pANIs, which may lead to E911 service impacting duplicate pANI assignments and complicate transition to a permanent RNA.

Issues in Initial Closure • Issue 677 - Remove reference to the AOCN field on the BCR screen from the TBPAG • Issue 679 - Update Appendix C, Section 2.11 regarding timing to updated records for code reallocation • Issue 681 - COCAG Appendix C and TBPAG Clarifications on Block Contamination • Issue 682 - Update Definition of North American Numbering Plan Administration
Issues in Final Closure • Issue 671 – Update TN Administration Guidelines re: TNs as public resource • Issue 672 – Update TBPAG to Specify Timeframe for PA to Process Suspended Block Disconnects • Issue 673 – NPA Relief Guidelines Appendix A and NPA Allocation Guidelines to Clarify Protected Codes • Issue 674 – Update Section 6.3.4 of the COCAG to address adequate industry notification for Rate Center Changes • Issue 675 – Edits to NPA Code Relief Planning and Notification Guidelines to include service provider contact information in Planning Letter
