  3. DLA Distribution Anniston Mission • Provide worldwide distribution services to the war-fighters for tracked vehicles, small arms and missile systems for the Air Force and Army. • Designated Wholesale Storage Facility for Small Arms

  4. Small Arms Governances • DoD 5105.22, DLA Directive • DOD 4000.25-2-M ( MILSTRAP) Ch 12 • DOD 4140.1-R, DOD Supply Chain Materiel Management Regulation, pending update • DODI 4160.28, DoD Demilitarization (DEMIL) Program, dated April 7, 2011 & DODM 4160.28-M volume 1-3.

Small Arms Definition • Handguns • Shoulder-fired weapons • Light automatic weapons up to and including .50 caliber machine guns • Recoilless rifles up to and including 106MM • Mortars up to and including 81MM • Rocket launchers, man-portable • Grenade launchers, rifle and shoulder fired • Individually operated weapons which are portable and/or can be fired without special mounts or firing devices and which have potential use in civil disturbances and are vulnerable to theft

Small Arms Serialized Program • Automated information system that provides visibility of small arms by tracking, reporting, validating and registering the status of each small arm by serial number and custodian. • Annual reconciliation occurs between Army Central Registry and DSS via Bottoms Up Reconciliation • A record overlay is conducted by the Air Force against the DLA Distribution Standard System

  11. Closed Two Action ItemsJSA/LWCG July 12, 2011 • 8c(3)(b) -SDRs for “IUID” discrepancies, action code “3B” was created via ADC 317A • 8b(6)-Contract update to reflect MIL-STD-129P change 4 was automatically added to the new contracts IAW J7 procedures

  12. Service Component Assistance Required • Weapons in condition code “E” and “H” requires disposition instructions from Services • Increased Retrograde from Theater as a result from the Drawdown; • Short term fix one year Waiver • SVC Policy needs to be Updated • AAA Coding for SASP materials

Next Steps • Awaiting OSD revision to DoD 4140.1-R • Coordinate Proposed Defense Logistics Management System Changes and evaluate Approved Defense Logistics Management System Changes from DLMSO that include Small Arms business rules • Continue to monitor Army Bottoms Up Reconciliation and SASP Weapons Serial Number Record (SAX) • Continue to provide responses for Annual Management Internal Controls • Continue to Facilitate bi-weekly Small Arms/IUID meetings • Provide oversight during DLA Distribution Compliance Reviews
