  3. 2. IMPROVING FREIGHT TASK PRODUCTIVITY • 2010 Change to VDAM Rule (vehicle mass and dimension) • Provision for HPMV (High Productivity Motor Vehicle) - General access limited to 44 tonnes GVM (gross vehicle mass) (governed by weakest part of network)

  4. 2. IMPROVING FREIGHT TASK PRODUCTIVITY (Cont’d) • HPMV provides permitted access to identified routes for specified vehicle combinations with a GVM up to 62 tonnes • Permitting of vehicles and routes inherently prescriptive, administratively costly and clumsy

  5. 2. IMPROVING FREIGHT TASK PRODUCTIVITY (Cont’d) • 2013 introduction of 50 Max - Near general access for 50 tonnes GVM on 9 axles and minimum 20 metres (between 1stand last axle) - 15-20% payload gain Bigger and Better Newer, Fewer and Safer

HPMV Route investment 2012-15 50% of the total freight task is carried on 95% of network. 50MAX vehicles provides an economically viable solution without upgrading local roads • The strategic freight network (HPMV investment routes) opens up 4500 km of most productive corridors to 62T vehicles. This is 5% of total road network carrying 50% of freight

  9. 50MAX HPMV replicates Class 1 load curve beyond 44 tonnes for wheelbases >16m Payload increased by 5T Think of it as an extension of Class 1 vehicles

IMPROVING FREIGHT TASK PRODUCTIVITY (Cont’d) • Integrity of HPMV policy dependent upon high level of compliance • Must protect asset and keep within an affordable rate of consumption • Maintain commercial neutrality and ensure non-compliant are not rewarded - patterned and persistent non compliance introduces unfair competition and drives down freight rates. The compliant subsidise the non-compliant
