  3. Calderdale Hate Crime Partnership Mission Statement ‘The Calderdale Hate Crime Partnership Panel Members are committed to the elimination of hate crime and violence within Calderdale’

  4. Hate Incident definition Hate Crime: Any hate incident, which constitutes a criminal offence, perceived by the victim, or any other person, as being motivated by prejudice or hate. Hate Incident: Any incident which may, or may not, constitute a criminal offence, which is perceived by the victim, or any other person, as being motivated by prejudice or hate.

Calderdale Hate Crime Figures 2010/11 Police Race 236 Religion 5 Third Party Reporting Centres Race 48 Religion 8 Crown Prosecution Service (2010/2011) 49 defendants prosecuted (88% success rate) Calderdale Schools (2009/2010) 191 incidents with 17 repeat incidents Mainly verbal abuse, also assault and graffiti 87% of Secondary Schools (11-16yr olds) 1 or more incidents

Objectives • To share intelligence from and about local communities across key agencies • To identify issues or incidents in specific areas that have, or could have an impact on community relations • To evaluate the impact on a national and local level • To take an overview of hate incident reports and take appropriate action • To identify any future events that could impact on community tensions

  9. Community Impact Assessment Group To ensure that timely and good quality information is available to anticipate, prevent and manage community tensions in Calderdale

Community Impact Assessment Group • Multi-agency Partnership – chaired by the Police • Meets 4 weekly or as the need arises • Considers and evaluates areas of possible community tension • Identifies areas for intervention to minimise the potential negative affects of tension, prevent escalation and reduce conflict • Informs and supports critical incident management • Sets the local Tension Indicator

  16. The Way Forward • Greater understanding of all communities • Education for all – this has to be started at the early ages • Clear messages sent out by agencies when tackling the issues of racism, discrimination etc • Partnership working • Lots more to be done!!
