Plug Loads: Proposal for Provisional Deeming of Smart Strips Ottie Nabors April 07, 2009 Regional Technical Forum Meeting Gregg Hardy CE Consultant
PURPOSE • RTF “Provisionally Deem” Smart Strips for a 3 –year pilot
Agenda • Background for RTF members on the nature of standby loads. • RTF approval of provisional deemed savings to encourage participation in the pilots • ETO has evaluation project on drawing board • BPA, NEEA, Ecos develop and run pilot
Size of the Problem • Rough estimates based using shares from limited metered studies and estimates
And Growing Commercial Residential PC & Related TV & STB Office Equip (non-PC) Office Equip (non-PC) Other (e.g. hi-fi, DVD, printers, other small electric devices) Other (e.g. ATMs, telecom, medical & service station equip. ) Plug Load Office Equip (PC) Office Equip (PC) Plug Load Source: U.S. Department of Energy: Energy Information Administration, Annual Energy Outlook 2009 Early Release
Part of The Solution: Smart Plug Strips • Reduces plug load by eliminating “idle”, “phantom” or “vampire” current from electronic devices. • Can be used anywhere a regular power strip is used. Most commonly used in home and office workstations and home entertainment systems. • Manufactured by: USA Technologies, The Watt Stopper Inc., BITS Limited, Belkin, APC by Scheider Electric, Power Sentry, Beamingsun, Gem, The Advance Group and Monster.
Plug Load Experience • UK • Residential Smart Strip Savings “deemed” at 113 kWh (Energy Savings Matrix 2007) • In 3-years 2.9 million smart strips furnished by energy suppliers saving 1,993 GWhs (227 aMWs) • Denmark • 1,000,000 smart strips to be delivered in 2009 • West Coast • California various • EWEB • BCHydro • Seattle City Light
Smart strips: Your mileage may vary Source: Ecos Consulting Note: Remote Control Plug Strips Also Save Energy
Smart strips: What is the NW’s Mileage? • Previous studies have established a range of savings estimates • Pilot will define cost effective applications and document savings • Acceptance by end users • Persistence of use, persistence of savings • Impact of new electronics standards on savings • Verification of appliance stock and usage • Need for consumer education
Smart Strips Cost Effective • TRC Using ProCost (255i): B/C = 1.0 to 1.1 • Incremental Cost = $20 • Measure Life = 4 years (conservative) • Annual Savings = 90 to 115 kWh • Assumptions are “best guess” based on available studies • Best guess not good enough; that’s why the pilot
Pilot Concept • 3-Year Pilot Period • Recruit • Manufactures/Retailers • Utilities for education and placement • Develop evaluation sampling plan • Recruit commercial and residential users • Meter and measure to evaluate savings • Survey to understand acceptance and persistency • Develop understanding of NW market in order to design programs for utilities (BPA) and market transformation (NEEA) • Bring back to RTF for deeming
Proposal • RTF “provisionally deem” measure savings • 90 kWh for residential • 115kWh for commercial • 3-year sunset period or revisit per RTF direction
” It’s time to cut those ‘vampire’ loads down to size!” Do As Buffy Says:
