Demographics • “When Queen came to the throne in 1952, she sent 100 telegrams to people who had reached the age of 100. Today she sends 9,000. In 2031 it is estimated she (or her successor) will send 40,000”. • Older population increasing rapidly • In Wales and England increase of 51% in population of over 65 between 1961-2001. Increasing still. • Proportion of population aged over 60 now accounts for 1 in 4 people in Wales. • Wales has higher proportion of older people than other UK countries • over 11,000 more people with dementia, a 30% rise, between 2007 and 2021.
How do we respond? • What is the ‘need’ ? • Where and how do older people want to live ? • What about tenure ? • What services are required ? • How is it paid for ? • What solutions should be explored ?
ObjectivesWorkshop • Explore ways of developing services without government subsidy. • Telecare • Targeting support • Gifting land. • Can we work with the private sector more? • What about social enterprise? • What about actuarial models? • For sale services. • Telecare – keeping people at home for longer. • Does working differently conflict with charitable/not for profit rules?
Telecare/health • Telecare is aimed to offer people the opportunity to receive high levels of risk management, health care, social care, support and advice. • Basically an enhanced community alarm service with a range of sensors to manage risks such as:- •Fire •Flooding •Gas •Temperature extremes •Falls •Activity, inactivity •Leaving the home at ‘unsafe’ times
Spend SP monies better • At the moment SP monies to support older people are commissioned on an age and predominantly tenure basis. • This is a waste of money – as highlighted in recent HRS review. • Need to target existing SP better.
Gifting land • WAG/LAs/LHBs have land. • They do not have any capital monies however. • Encourage investment during lean times by gifting land to keep borrowing costs down. • This in turn may help to keep rental/fee levels down. • If your service is strategically relevant and you are meeting priority needs for LAs/LHBs then much more likely to discuss this as an option.
Private Sector Welsh Housing Investment Trust - manage but not own - Properties tend to increase in value despite short-term dips and spikes - managing partner makes it stack up by making a return from collection of rents. - Trust makes long term return from increase in value of assets.
Social Enterprise • Market/intermediate rents. • Return/retail income – used to subsidise schemes and keep borrowing down. This would have positive impact on fees/rent levels.
What about actuarial models? • Care, support and housing contract for life. • Based on proactive promotion of wellbeing model as opposed to reactive illness model. • Insurance type model and based on calculating risk. • Risks include Life expectancies Property Market Care needs Cost of care • What about charitable objectives? Need to ensure that cost model subsidises some social rents
extraCare -for sale • Older people – asset rich/cash poor. • Both they and families are worried about protecting assets. • Buy and sell at same rate – increase in value (risk) is how organisation makes its return
Good quality nursing care • Good quality nursing care can be developed without capital subsidy. • If strategic service it will shorten or prevent stays in hospital. • Much cheaper and often cheaper alternative to hospital.
