3. History • Formed in 1945 by leading citizens of Virginia and North Carolina to promote construction of dams for flood prevention. • Since formation, RRBA has expanded its scope to include aspects of the development, wise use, preservation and enhancement of the Roanoke River Basin.

4. Who Are We • RRBA is a non-profit, 501 C (3) tax-exempt organization. • Members, mostly located within the basin of the 410-mile-long Roanoke River, include local governments, non-profit, civic and community organizations, regional government entities, businesses and individuals. • Activities are accomplished 98% voluntarily.

5. Organizational Structure • President, Vice President and Secretary/Treasurer. • Advisory & Consensual Board of Directors. • Executive Director reporting to an Executive Committee made up of Officers, Directors with coverage responsibility in each major sector of the basin, each major project committee and an Advisor on Legislative and Regulatory Affairs. • Executive Director and Executive Committee run basic operations of the association. • Upper Reach Program integrated in June of 2011. • VA & NC Coalitions against uranium mining integrated in 2012. • CommonHealthVA Coalition integrated in April 2013.

6. Mission & Purpose • Water prompted the formation of RRBA and water remains RRBA’s central focus. • We seek to serve as a catalyst to galvanize public support for the wise management of Roanoke River Basin resources.

7. Mission & Purpose (2) • Recreation and tourism, hydropower generation, fishing, manufacturing and agricultural production constitute the backbone of the basin economy. Each is dependent on an ample supply of clean water. • We seek to protect water resources and growth potential, as both are essential for the environment and the economic vitality of the basin. We oppose any inter-basin transfers of water that would have a negative impact on the people of the basin.

8. Key Activities – Past & Present • RRBA educates basin residents, governmental agencies, and NGOs about water resource issues in the basin. • RRBA is on the forefront of opposing uranium mining & milling in VA which is arguably the greatest threat to the basin in it’s history, with the VA & NC Coalitions and the CommonHealthVA Coalition. • RRBA helped establish, and supports the Roanoke River Basin Bi-State Commission legislated by the States of VA and NC for the purpose of providing guidance and recommendations for the use, stewardship, and enhancement of the water and other naturalresources for all the citizens within the river basin.

Key Activities – Past & Present (2) • RRBA was a key litigant for over 20 years in an effort to prevent the city of Virginia Beach from diverting up to 60 million gallons of water per day from the Roanoke River at Lake Gaston. • RRBA has a permanent seat on the Corps of Engineers (COE) Stakeholders Water Management Committee.

Key Activities – Past & Present (3) • Upper Reach is a highly visible program of environmental education and recreational activities within the Roanoke River Basin Association. • Designed specifically to integrate paddling, hiking and bicycling, Upper Reach will provide interpretive educational enhancements and support facilities to existing hiking trails and blueways within the Roanoke River Basin and Lake Country region. • Coupled with aggressive event programming and classroom outreach, Upper Reach will help to transform the environmental awareness within the region and help to foster a sustainableeco-tourism industry. < upperreach.org >

12. Key Activities – Past & Present (4) • RRBA continuously monitors municipal and industrial development activities that might negatively impact the quality of the water resources within the basin. • RRBA monitors non-basin municipalities in North Carolina and Virginia who might seek an inter-basin transfer of water out of the Roanoke River Basin. • Worked to have American Rivers Org. designate the Roanoke River as most endangered due to uranium mining threat.

13. Key Activities – Past & Present (5) • Supports public service to the basin. Established the R. Bolling Lambeth Scholarship to be awarded in recognition of self-sacrificing public service to the Roanoke River basin. • Led the effort to organize a coalition of communities, organizations, and citizens (Roanoke River Basin IBT Coalition, Inc.)to better address issues and concerns regarding out of basin water transfer requests in VA & NC. • Participated in Smith Mt. Lake Re-licensing Project.
